Klodian Braho reports to the Commission for Citizen Initiatives: Electoral crime concerns SPAK

Klodian Braho, the head of the Special Prosecution Office, is presenting to the Commission for Citizen Initiatives the results of the institution’s work during 2025.

During the reporting, Democratic Party MP Ivi Kaso asked the head of SPAK about investigations into electoral crime, while claiming that cases have been handled with double standards.

Kaso stated that SPAK has not hesitated to request personal security measures against opposition leaders in an election year. He mentioned the prison arrest of PL chairman Ilir Meta, as well as the measure against PD leader Sali Berisha, comparing this approach with how, according to him, other election-related cases have been handled.

The Democratic MP also claimed that during the electoral period, individuals identified as problematic due to their influence in certain areas have been tolerated.

As an example, Kaso brought up the case of the Durrës gang and its influence on elections. According to him, the persons in question were allowed to commit electoral crime and were later stopped for matters unrelated to the elections. He raised the question of whether this double standard encourages or deters electoral crime, while saying that its products, in a metaphorical sense, appear before SPAK in the form of 82 mandates.

In his response, Klodian Braho emphasized that electoral crime constitutes a worrying phenomenon for the institution he leads.

Braho said that SPAK has presented the figures it has on this issue and that the prosecution does not agree with the phenomenon of electoral crime. He dismissed the claim of a double standard in electoral cases, describing it as a perception, and underlined that the institution’s work is based on facts found in the files, not on perceptions.
