John Ratcliffe flew to Moscow aboard a C-17 equipped with a secret communications capsule

CIA Director John Ratcliffe arrived in Moscow on Tuesday after traveling aboard a U.S. Air Force C-17 Globemaster III transport aircraft. A specially designed and highly classified communications structure had been installed inside the aircraft.

The structure is known as the Roll-On Conference Capsule, or ROCC. It serves as a SCIF (Sensitive Compartmented Information Facility), allowing senior U.S. officials to conduct classified conversations and exchanges while in flight.

According to publicly available flight data, the Boeing C-17A Globemaster III, with the call sign RCH4555 and tail number 07-7181, departed Riga, Latvia, at around 08:50 Moscow time. It landed at Vnukovo Airport at around 10:04.

The aircraft’s movement was identified through tracking data and images shared on social media, before Ratcliffe’s visit was confirmed. Later, CBS News reported that the CIA director was in Russia for meetings, in the first known personal visit to the country since he took office.

Neither the White House, the Russian government nor the CIA has publicly disclosed the reason for the trip. Kremlin spokesman Dmitry Peskov said he had no information about the specific aircraft.

ROCC consists of two specially built capsules that can be installed aboard a C-17 without requiring modifications to its structure.

The first capsule is designed for the senior official and contains a private workspace, seating, a sofa that can also be used as a bed, and a bathroom. The second capsule is intended for meetings and staff work, providing screens and workstations.

Once connected to the aircraft’s systems, ROCC enables secure voice communications, data transmission and videoconferencing throughout the flight.

The system officially entered operational service in 2026. The U.S. Air Force announcement regarding its operational integration was published on July 21, just weeks before the Moscow mission.

ROCC replaced an earlier system known as “Silver Bullets,” which had been used since the early 1990s.

Thanks to its capabilities, ROCC is classified as a mobile SCIF and meets the standards of the U.S. intelligence community for handling classified information.

In practical terms, this allows officials inside the capsule to conduct highly sensitive communications in a secure environment, even when they are thousands of kilometers away from their base.

The C-17 that transported Ratcliffe belongs to the U.S. Air Force’s Special Air Mission fleet. The fleet is operated by the 89th Airlift Wing at Andrews Base, near Washington.

The use of a C-17 for this mission is also linked to its defensive equipment. The aircraft is equipped with the LAIRCM system, which serves as an infrared countermeasure, detects missile threats and uses lasers to disrupt their guidance systems.

The C-17 Globemaster III can carry up to approximately 74,800 kilograms of cargo and travel more than 11,500 kilometers without refueling. For this reason, it is considered one of the United States’ main aircraft for strategic transport and sensitive operations.
