Ratcliffe in Moscow without warning / Reports raise questions about a meeting with Putin and talks on Ukraine and NATO

The surprise visit by CIA Director John Ratcliffe to Moscow has prompted a series of speculations about the reasons for and objectives of the trip.

Neither the White House nor the CIA has officially confirmed which Russian officials Ratcliffe will meet or which issues are included on his agenda.

Reports from Russian and Ukrainian media suggest that the CIA director may have met with Russian President Vladimir Putin. However, there has so far been no official confirmation of such a meeting.

Ratcliffe’s movements were first reported on Tuesday morning by several Russian accounts on the Telegram app. According to these reports, an American C-17A military transport aircraft departed from Andrews Air Force Base near Washington, stopped in Riga, Latvia, and then landed at Moscow’s Vnukovo Airport.

After the aircraft arrived, a motorcade of vehicles bearing diplomatic license plates was also seen in the Russian capital. American media outlets, including Axios, reported that John Ratcliffe was on board the aircraft.

A video circulated on social media showed an American motorcade near the Kremlin. The footage fueled speculation that Ratcliffe may have held talks with his counterpart in Russia’s intelligence service, the FSB.

According to the Russian newspaper Kommersant, Alexander Yunasev, a journalist who follows the Kremlin’s activities, said on Telegram that Putin had planned a major event for Tuesday, which hundreds of people were expected to attend, but the event was postponed.

“Given that my sources confirmed that it was the CIA director who traveled to Moscow, we can now speculate about why the meeting changed the president’s agenda,” Yunasev wrote.

One version reported by The Wall Street Journal is that Ratcliffe may have gone to Moscow to deliver Vladimir Putin a personal warning against launching any attack on Europe.

The Wall Street Journal writes that U.S. intelligence agencies have obtained information raising suspicions that Russia may be preparing an offensive action aimed at testing NATO’s resolve.

Beth Shaner, a former deputy director of the National Intelligence Service for the Integration of U.S. Intelligence Operations, said Ratcliffe may have delivered a direct message to Putin.

“It could be a message along the lines of: ‘We know what you are going to do, and you had better not do it,’” Shaner told the WSJ.

Another issue that may have been part of the talks concerns negotiations for a ceasefire between the United States and Iran, as well as Russia’s role in the process.

Shaner also assessed that the CIA director may have discussed the Kremlin’s support for Tehran. This comes at a time when Washington has announced sanctions on countries conducting trade with Iran.

Former adviser to Ukraine’s interior minister Anton Kherashenko also reacted to the surprise visit, mentioning several of the scenarios circulating about Ratcliffe’s trip to Moscow.

Kherashenko pointed out that Putin’s agenda was changed following reports of the CIA director’s arrival in the Russian capital.

He emphasized that, while expectations continue over visits to Kyiv and Moscow by President Trump’s envoys Steve Witkoff and Jared Kushner, it was John Ratcliffe who arrived in Moscow.

According to Kherashenko, Ratcliffe, along with U.S. Secretary of State Marco Rubio, is regarded as one of the toughest figures in the Trump administration in its dealings with the Kremlin.

One hypothesis is that the trip may have served as a warning to Moscow if Russia continues to refuse to end the war in Ukraine.

Another theory links the visit to the escalation of Russia’s hybrid war against Europe. Recently, American media have reported that U.S. intelligence agencies are warning of possible Russian attempts to attack NATO member states in order to test the Alliance’s unity.

However, the details of Ratcliffe’s visit to Moscow remain unclear. It is not officially known which Russian officials the CIA director met or what topics were discussed.
