International Pressure Mounts to Break Institutional Deadlock, LVV-LDK Coalition Seen as an Alternative for Kosovo

The continuing institutional deadlock in Kosovo is causing growing concern over both the functioning of the state and the country’s relations with its international partners.

Germany’s ambassador to Kosovo, Reiner Rudolph, has stressed that establishing the new institutions as soon as possible would be in the country’s best interest.

The German diplomat’s position reflects allies’ concerns that prolonged political uncertainty could hinder the pace of processes that are important to Kosovo.

Speaking to “Bota sot” on the issue, Austrian expert Gunther Fehlinger said institutional deadlocks delay state reforms and weaken the confidence of strategic partners.

Fehlinger agreed with the German ambassador’s statement, calling on political parties to reach an agreement on forming the new institutions as soon as possible.

According to him, the cost of the institutional deadlock for Kosovo is steadily rising. Fehlinger noted that although the country continues to enjoy strong support from Germany, the United States of America, the European Union and NATO, no external partner can replace a fully functioning government and parliament.

He warned that every additional week without stable institutions causes delays in reforms, undermines investor confidence, complicates coordination with strategic partners and slows Kosovo’s progress toward European Union membership.

For this reason, the Austrian expert said he shares the German ambassador’s view that the period of political uncertainty must end as soon as possible. According to him, Kosovo has earned the trust of its allies thanks to its clear Euro-Atlantic orientation, but maintaining that trust depends on efficient institutions capable of implementing reforms and making strategic decisions.

As a political solution, Fehlinger proposed forming a coalition between LVV and LDK, which he said would demonstrate political maturity and strategic responsibility.

Under the formula he presented, Albin Kurti should remain prime minister, Vjosa Osmani should continue serving as president, while Lumir Abdixhiku should take the post of deputy prime minister.

Fehlinger described a broad, pro-European and pro-NATO coalition between Vetëvendosje and the Democratic League of Kosovo (LDK) as the best political alternative. In his assessment, such a government would demonstrate national unity, political prudence and strategic responsibility.

He proposed naming the agreement the European Consensus Coalition or the NATO Consensus Coalition, as it would unite Kosovo’s main pro-Western political forces around the state’s strategic goals.

According to the expert, reaching a balanced compromise is both feasible and necessary. He argued that Kurti continuing as prime minister and Osmani as president, together with Abdixhiku’s appointment as deputy prime minister, would give LDK a central position in the executive branch and secure broader political support for Kosovo’s reform agenda.

Fehlinger added that an LVV-LDK coalition government would send an exceptionally strong message to the country’s key allies.

Such a coalition, according to him, would show Brussels, Washington and NATO that Kosovo has political stability, is focused on reforms and remains fully committed to its Euro-Atlantic future.

He assessed that the agreement would accelerate the implementation of reforms, strengthen the rule of law, encourage greater investment and improve coordination with strategic partners. According to him, it would also move Kosovo forward on its path toward the European Union and, in the long term, toward NATO membership.

In conclusion, Fehlinger emphasized that Kosovo has made remarkable progress since declaring independence and that its democratic leaders must now put the national interest above party interests.

He concluded in his comments to “Bota sot” that a European Consensus Coalition would provide the country with the stability and leadership needed to move decisively toward its European and Euro-Atlantic future.
