The continuing institutional deadlock in Kosovo is raising concerns both about the functioning of the state and the country’s relations with its international partners.

Germany’s ambassador to Kosovo, Reiner Rudolph, has said it would be in the country’s best interest for the new institutions to become operational as soon as possible. His position reflects allies’ concerns that prolonged political uncertainty could slow down processes of importance to Kosovo.
Speaking to “Bota sot,” Austrian expert Gunther Fehlinger backed the German ambassador’s statement and called on the parties to reach an agreement without delay on establishing the new institutions.
According to Fehlinger, the cost of the institutional deadlock for Kosovo is steadily rising. He stressed that despite the strong support the country continues to receive from Germany, the United States of America, the European Union and NATO, no international ally can replace a fully functioning parliament and government.
The expert warned that each additional week without stable institutions delays reforms, undermines investor confidence, makes coordination with strategic partners more difficult and slows Kosovo’s progress toward membership in the European Union.
For this reason, Fehlinger said he agreed with the German ambassador that the period of political uncertainty must be brought to an end as soon as possible. He underscored that Kosovo has earned the trust of its allies thanks to its clear Euro-Atlantic orientation, but maintaining that trust requires effective institutions capable of implementing reforms and making strategic decisions.
As a political way out, Fehlinger proposed forming a broad pro-European and pro-NATO coalition between Vetëvendosje and the Democratic League of Kosovo (LDK). According to him, a joint LVV-LDK government would demonstrate national unity, strategic responsibility and political maturity.
He suggested that the agreement be called the European Consensus Coalition or the NATO Consensus Coalition, as it would unite Kosovo’s main pro-Western political forces around the state’s strategic objectives.
Under his proposed formula, Albin Kurti would remain prime minister, Vjosa Osmani would remain president, while Lumir Abdixhiku would be appointed deputy prime minister. Fehlinger described this as a desirable and achievable compromise that would give the LDK a central role in the government and create broad political ownership of Kosovo’s reform agenda.
The Austrian expert also said that an LVV-LDK coalition would send the strongest possible signal to Brussels, Washington and NATO that Kosovo is politically stable, focused on reforms and fully committed to its Euro-Atlantic future.
According to him, such a government would accelerate the implementation of reforms, strengthen the rule of law, attract more investment and improve coordination with strategic partners. At the same time, it would advance Kosovo’s path toward the European Union and, in the long term, toward NATO membership.
Concluding his statement to “Bota sot,” Gunther Fehlinger recalled that Kosovo has made extraordinary progress since declaring independence. He called on democratic leaders to put the national interest ahead of party interests, arguing that a European Consensus Coalition would provide the stability and leadership needed to steer the country decisively toward its European and Euro-Atlantic future.
