In its latest rule of law report, the European Commission (EC) levels strong criticism at North Macedonia, highlighting interference and direct pressure by government officials on the judicial system. The Brussels document specifically examines the controversial amendments to the Criminal Code, the disputed process for dismissing the former public prosecutor, as well as the high level of corruption in public procurement and the healthcare sector.
According to the EC’s assessment, government representatives have intensified direct attacks on justice institutions. At the same time, the procedure used to dismiss the Chief Public Prosecutor demonstrated a high risk of politicisation and ended with his resignation.

The report stresses that interference and pressure from other branches of government continue to cause serious concern over respect for judicial independence. Elected officials and government representatives have stepped up personal criticism of judges and public prosecutors, accusing them of corruption, while senior government officials have spoken of plans to “cleanse” the judiciary and prosecution service. According to the document, such statements risk undermining the independence of the judicial system and the principle of separation of powers, while the case involving the dismissal of the Chief Public Prosecutor highlighted potential politicisation and shortcomings in the dismissal rules.
With regard to Parliament, the European Commission notes that there has been some progress in the efficiency of the legislature’s work. However, the practice of passing a large number of important laws through an expedited procedure remains a concern.
Brussels describes the legal amendments adopted in 2023 as one of the main obstacles to combating crimes committed by senior officials. The analysis stresses that high-profile corruption cases almost never reach a final judicial conclusion, creating among citizens a perception of complete impunity.
The work of the Public Prosecutor’s Office in prosecuting organised crime is further hindered by outdated technology, a shortage of prosecutors and insufficient financial resources.
