ESR Report: Alarming Situation at “Municipal Hygiene” in Skopje, 12 Million Euros in Debt and Over Half of Vehicles Out of Service

The State Audit Office has issued a negative assessment of the activity of the PE “Municipal Hygiene – Skopje” during 2024, highlighting a series of violations in the financial and administrative aspects.

The auditors’ report shows that the company faces a debt burden of nearly 12 million euros, while over 2 million euros represent claims with uncertain collection. Additionally, unrecorded assets were found, the value of which amounts to around 472 thousand euros.

A critical situation is also presented in the condition of the vehicle fleet. Of the 189 vehicles owned by the enterprise, only 76 are functional, meaning that approximately 60 percent of them are out of service. Also, during the past year, 354 workers were engaged through private agencies at a cost of over 3 million euros.

Among the other highlighted problems are financial losses, low liquidity, and irregularities in the payroll calculation system. According to the auditors’ assessment, this situation jeopardizes the quality of services to citizens and requires urgent measures for financial consolidation as well as the modernization of the enterprise.
