Dialogue in the Face of Red Lines: How Realistic Is an Agreement Between LVV and LDK?

The institutional deadlock created after the parliamentary elections remains one of the country’s main political problems. So far, efforts to devise a formula that would make it possible to constitute the institutions have produced no concrete result. In every scenario for overcoming the crisis, attention has focused on communication between the Vetëvendosje Movement and the Democratic League of Kosovo, which are seen as two of the key players in this process.

Discussions between the parties have returned to the center of the debate following statements by acting president Albulena Haxhiu. Her remarks suggested that contacts have not been completely cut off. Haxhiu said that several options for overcoming the crisis had been discussed at meetings, but no agreement that would lead to the formation of new institutions has yet been reached.

These statements have generated differing interpretations both among the public and on the political scene. The main question is whether the parties remain willing to compromise or whether their differences continue to be decisive obstacles to an agreement.

As the country continues to function without consolidated new institutions, every message from the negotiating table is considered important for the future course of politics. However, it remains unclear whether the communication conducted so far will result in an agreement or remain an inconclusive effort, further prolonging the institutional deadlock.

In this situation, the question is whether Albulena Haxhiu’s statements show that there is still room for an LVV-LDK political agreement, or whether the two parties are now too far apart to compromise.

Professor Nijazi Halili, speaking to “Bota sot,” assessed Haxhiu’s latest remarks as a signal that there is still a willingness to reach a possible agreement between the two political entities.

According to him, those statements show that negotiations between LVV and LDK have not ended, but they also demonstrate that the parties have not yet reached a stage at which a lasting political compromise can be discussed. Halili believes that discussing various alternatives shows a willingness to keep communication open, while the absence of a concrete agreement confirms that the key issues continue to divide the parties.

For Halili, the continuation of dialogue between the parties in search of a way out of the current situation is a positive development. He warns that a further deepening of the deadlock would have consequences for the state and the functioning of its institutions.

The professor expects the political actors not to break off negotiations and to try to devise an agreement that would be acceptable to both parties.

He explains that, in such circumstances, public statements are often also used as a negotiating tool. They are intended to maintain the impression that talks are continuing and to avoid the perception that the process has definitively failed. Therefore, according to Halili, these messages should not automatically be taken either as proof that a rapprochement is imminent or as evidence that the negotiations have reached a dead end.

From an institutional perspective, Halili sees continued dialogue as a useful step, because the alternative would be a worsening of the political deadlock and a prolonged crisis in the functioning of the institutions. However, he stresses that a solution cannot come from merely holding meetings. It requires political actors to be willing to reconsider their red lines and devise a formula that allows each party to present the agreement as politically acceptable.

Halili also emphasizes that an agreement between LVV and LDK is not inevitable, as the outcome will be determined by their ability to negotiate.

According to him, it would not be surprising if the talks continued over the coming weeks, given that political and institutional pressure to fully constitute the institutions is growing. However, he reiterates that an agreement is not guaranteed. It depends on whether the parties can turn their shared interest in overcoming the crisis into a concrete political compromise. Until then, he says, the leaders’ statements should be read more as signs that the door to negotiations remains open than as indications that an agreement is near. Analyst Nexhat Haziri offered a more pessimistic assessment. Despite Haxhiu’s statements, he does not believe that LVV and LDK can reach an agreement.

In his comments to “Bota sot,” Haziri based this position on internal political developments within LDK, as well as LVV’s approach and the way the party has presented offers to other political entities.

He says that, despite Ms. Haxhiu’s statement in her capacity as the country’s acting president, he is not at all optimistic about the possibility of a coalition between LVV and LDK. According to Haziri, this is linked not only to the internal situation within LDK, where a confidence vote is expected for its current leader, Abdixhiku, but also to what he describes as LVV’s unserious conduct regarding its offer to the opposition parties.

Haziri believes that even the creation of an LDK-LVV coalition would not necessarily guarantee an end to the deadlock.

According to him, even in the most favorable scenario, in which LVV reached a coalition agreement with LDK, there would be no certainty that new institutions would be formed and that the country would emerge from the crisis. He warns that this situation could once again lead the country toward new elections.

Haziri believes that the only way to avoid elections and establish functioning institutions is for Mr. Kurti and LVV to withdraw their demand for the presidency. As part of the compromise, he says, this position should go to the opposition. If that does not happen, he says the country must prepare for new elections.
