Caretaker government approves a series of decisions: from capital projects to €3 million in support for the diaspora

Kosovo’s caretaker government held its regular meeting today, approving several decisions affecting infrastructure, regional development, justice and the economy.

Among the main issues approved were the reallocation of millions of euros for capital projects in municipalities, the allocation of funds to support the diaspora, the appointment of the Interim Board of the Central Public Enterprise “Infrakos,” as well as an initiative for a grant agreement aimed at strengthening Kosovo’s healthcare system, “Bota sot” reports.

The executive also made decisions related to expropriation procedures for infrastructure projects, as well as to the functioning of the Kosovo Bar Association.

At the meeting, the allocation of €3,000,000.00 (three million euros) was approved for the implementation of Measure 4.5 “Support for the Diaspora” within the Economic Revival Package.

The government also approved the allocation of €44,004.22 (forty-four thousand four euros and twenty-two cents) for the Municipality of Shtime, with the aim of completing the project “Wastewater treatment plant, Shtime,” through the Investment Clause.

Another decision was the appointment of the Interim Board of Directors of the Central Public Enterprise “Infrakos” JSC. Its composition is as follows: Getuar Zogu, chair; Detrina Alishani Sopi, member; Fjolla Gashi, member; and Genc Hundozi, member.

The initiative to conclude the Grant Agreement between the Republic of Kosovo, represented by the Ministry of Finance, and the International Development Association was also approved, for KOMPAS – Kosovo’s Comprehensive Approach Project for Strengthening the Health System.

In the fields of finance and justice, the government approved the request of the Ministry of Justice for the allocation of €200,000.00 (two hundred thousand euros), dedicated to financing the supply and installation of a new generator at the High Security Prison.

Also approved was the request of the Kosovo Privatization Agency for the return of funds worth €12,513.00 (twelve thousand five hundred and thirteen euros), transferred to the Budget of the Republic of Kosovo, for the Socially Owned Enterprise “Komogllava.”

The government approved the decision to reallocate budget funds in the amount of €1,150,000.00 to the Ministry of Infrastructure and Transport, under the Co-financing Projects with Municipal Assemblies program. The funds are transferred from the category of capital expenditures, specifically from the project “Co-financing Program with Municipal Assemblies,” to 4 (four) new capital projects, in accordance with the memorandums of understanding signed by the Minister of Infrastructure and Transport and the mayors of the respective municipalities.

Another reallocation was approved in the amount of €1,050,000.00 for the Ministry of Local Government Administration, within the Central Administration program. These funds, from the category of capital expenditures and from the project “Municipal program for the development of socio-economic infrastructure and inter-municipal cooperation,” are transferred to 4 (four) capital projects, according to 4 (four) financial support agreements signed by the minister of MLGA and the mayors of the respective municipalities.

At the same meeting, the reallocation of €350,000.00 (three hundred and fifty thousand euros) was also approved for the Ministry of Regional Development, under the Central Administration program. These funds are moved from the category of capital investments, namely from the project “Regional Development Program,” to eight (8) capital investment projects, in accordance with the Memorandums of Understanding for project co-financing signed by the Minister of Regional Development and the mayors of the municipalities.

In the legal aspect, the executive decided to suspend the execution of the Regulation on receiving and handling telephone calls in the system for appointing lawyers under official duty (Ex-Officio) of the Kosovo Bar Association, until the final decision of the competent court.

Also approved was the suspension of the execution of the administrative act on the amount of registration fees of the Kosovo Bar Association, likewise until the final decision of the competent court.

The government also appointed the Commission for the Compensation of Crime Victims.

In the field of infrastructure, the decision was approved for the further review of the request for expropriation in the public interest of the immovable properties of owners and interest holders affected by the implementation of the project: Remediation of the Landslide on the road: Hani i Elezit-Gorancë, Cadastral Zone: Rezhancë, Municipality of Hani i Elezit.

Also approved was the decision for the further review of the request for expropriation in the public interest of the immovable properties of owners and interest holders affected by the implementation of the project: Rehabilitation of Regional Road R112, segment: Gjonaj-Bishtazhin, Cadastral Zone: Gjonaj, Municipality of Prizren.

One of the decisions taken was also the approval of a lease for an area of 99,715 square meters from the total area of 1,685,079 square meters, according to the request of the Kosovo Forestry Agency/Ministry of Agriculture, Forestry and Rural Development. The lease is granted for 15 years and concerns the extraction and exploitation of limestone in the Cadastral Zone of Seqisht, Municipality of Hani i Elezit.
