Bajrami criticizes Kurti over budget delay: “The party is determining the order of institutions

Hykmete Bajrami, a member of the Democratic League of Kosovo, said that under the Law on the Management of Public Finances and Responsibilities, the government must submit the draft budget law to the Assembly no later than October 31.

According to her, Prime Minister Albin Kurti has chosen to miss this deadline and even do so boastfully.

Bajrami stressed that although the institutional order is determined by law, in Kurti’s case the order of actions is being determined by the party.

“Today is October 31, but the draft budget law for 2027 has still not been approved by the government. Prime Minister Kurti reportedly announced at his party’s General Council that he would approve the budget on Monday, November 2. Last year, precisely on October 31, Kurti boasted that he was approving the budget within the legal deadline.

This year, he has apparently decided, boastfully, to miss this deadline as well. But since we have already slipped into a party-state, the Republic’s budget will first ‘pass’ through the filter of the LVV General Council, then be approved by the government and, after every legal deadline has passed, submitted to the Assembly. The law determines the order of institutions, but for Albin Kurti, the party does not care about the law or legal deadlines; the party determines the order of things,” she said.

The LDK lawmaker emphasized that citizens do not need large figures presented at conferences, but concrete results.

“It is one thing to allocate 1 billion euros on paper, and something entirely different to turn that money into roads, schools, hospitals and completed projects. Citizens do not need billions announced at conferences and party meetings. They need results! Citizens need physical and legal security, and respect for the law from the country’s leaders, because if the government does not respect laws and legal deadlines, how can it demand this from its subordinates? The budget belongs to the state and its citizens, not to the party. The law and legal deadlines apply and must be respected by government officials as well,” Bajrami stressed.
