Monday’s parliamentary session was interrupted without completing the agenda, after the request of Taulant Balla, head of the Socialist Party Parliamentary Group, to postpone the reports of constitutional institutions to the next meeting on July 23, was approved.

Tensions began when opposition MPs occupied the podium and blocked it, preventing the presentation of the People’s Advocate, Endri Shabani. This situation caused the session to be interrupted twice and led to the proposal to postpone the discussions.
Balla requested that the draft resolutions for the High Council of Prosecution, the High State Audit, the High Judicial Council, the General Prosecution Office, the Special Prosecution against Corruption and Organized Crime, the High Inspector of Justice, and the People’s Advocate be transferred for review to the next session.
“All five institutions scheduled for today should be moved to the next session. The intention was a session dedicated to reports, but this was not achieved. I request that this proposal be voted on,” Balla said during the session.
On the other hand, Gazment Bardhi, head of the Democratic Party Parliamentary Group, rejected this solution. He proposed that only the People’s Advocate’s report be excluded and the Parliament continue normally with the other institutions.
“I don’t see the reason behind this proposal. If we agreed to change the order, let’s continue the session now. We object only to the presence of Endri Shabani, because the issue of his election is pending in the Constitutional Court. You are ruining this session and the next one by provoking the opposition,” Bardhi argued.
After an electronic vote, Balla’s proposal was accepted with 76 votes in favor and 25 against, setting that all reports and draft resolutions will be reviewed in the plenary session of July 23. Afterwards, the day’s proceedings were declared closed.
