<p>Today at 6:00 p.m., a meeting will be held at the Kosovo Assembly building between acting Prime Minister Albin Kurti and the leader of the Democratic League of Kosovo, Lumir Abdixhiku.</p>
<p>The face-to-face meeting comes at a delicate political moment, just days before the first session of the new legislature, as political forces seek a way forward in establishing the new institutions.</p>
<p>The talks are expected to focus on opportunities for coordination among the parties, as well as steps that could help overcome the institutional deadlock.</p>

<p>The Democratic Party of Kosovo and the Alliance for the Future of Kosovo had also received invitations for talks, but their responses differed. The PDK declined to participate, stressing that it would remain in opposition. Meanwhile, the AAK has brought its six-point proposal back into focus. The proposal also includes the election of a new president, signaling openness to political dialogue.</p>
<p>Analyst Xhavit Drenori told “Bota Sot” that today’s meeting could produce concrete steps toward overcoming the impasse, particularly regarding the election of a new president. He said Abdixhiku’s statements following his reconfirmation as head of the LDK indicate that he is ready to contribute to resolving the institutional situation, although it remains to be seen whether cooperation would also include participation in the government.</p>
<p>“I am very hopeful that today’s meeting will produce the first results, if not a final solution, for overcoming the political chaos, namely for electing a new female or male president,” he said. “I base this on the fact that Mr. Abdixhiku, after successfully passing the confidence test within his party, the LDK, openly declared that ‘anyone calling for new elections again is crazy.’ This appears to be a sign that he has positioned himself to help resolve the institutional situation.”</p>
<p>Drenori added that it now remains to be seen whether there will be broader engagement involving the LDK in the government and other institutions, or whether it will be limited solely to the election of the president. Nevertheless, according to him, there are clear signs that a way out can be found.</p>
<p>He also stressed that after three elections within two years, with almost identical results, the political parties, especially the PDK and LDK, have a responsibility to contribute to the election of the president. According to him, this figure should be as far removed from politics as possible, preferably someone from civil society, in line with the message sent by citizens. He added that if the winning party secures 61 votes to establish the institutions, it should be allowed to govern, while the other parties should use the time to serve in opposition and carry out internal reforms. “The LDK is proving more reasonable in this regard. I hope the first results will emerge tonight so that we can have a new path of cooperation for electing the president, because this is precisely where the political impasse lies,” he concluded.</p>

<p>Meanwhile, analyst Vesel Makolli noted that the continued institutional deadlock is damaging Kosovo’s international standing and giving Serbia room to make political gains. Speaking to “Bota Sot,” he stressed that the LDK must take an active role in overcoming the crisis by reaching an agreement with the Vetëvendosje Movement to unblock the institutions and ensure the normal functioning of the state.</p>
<p>“It is well known that Kosovo has no time to lose. The institutional deadlock has lasted for almost two years. During this period, important international agreements overseen by relevant international actors have remained on hold. This has adversely affected Kosovo’s credibility and international image. At the same time, institutional weakness and the failure to fulfill international obligations are being exploited by the Serbian regime to improve its own position on the international stage,” he said.</p>
<p>According to Makolli, the LDK, as the party with the longest democratic tradition, bears a special responsibility for preserving a democratic and state-building culture. In this spirit, it should play an active role in overcoming the crisis by helping to reach an agreement with the Vetëvendosje Movement to unblock the institutions and guarantee a functioning state.</p>
<p>He added that Abdixhiku, after being re-elected and receiving the confidence of the party Assembly, has signaled that he is open to an agreement that would lead the country out of the institutional vacuum. According to him, a solution with Vetëvendosje would also be vital for President Vjosa Osmani’s political future. However, the main challenge for the LDK remains the lack of unity within its Parliamentary Group. The differing positions of its MPs could make it difficult to reach an internal consensus, even if the leadership is ready for an agreement.</p>
<p>Finally, Makolli warned that the success of any agreement depends on compromise from the Vetëvendosje Movement and cohesion within the LDK. He calculated that Vetëvendosje, together with MPs from non-majority communities, has 63 MPs, and that if the LDK leader had the full support of the party’s 18 MPs, a majority of 83 MPs would be achievable, ensuring stability and avoiding new elections. “The ball is in VV’s court. If VV insists on retaining all three of the main positions of power, then the chances of an agreement will decline significantly. In that scenario, snap elections in late autumn cannot be ruled out, further prolonging the crisis and uncertainty,” he concluded.</p>

<p>The main topics are expected to include the possibility of cooperation between the political parties and the steps that could be taken to overcome the institutional deadlock.</p>
<p>The meeting between Kurti and Abdixhiku is seen as a test of the parties’ willingness to reach a political agreement at a time when making the institutions operational remains the most important challenge.</p>

<p>Drenori: Meeting could produce the first steps toward new cooperation on electing the president</p>
<p>Analyst Xhavit Drenori told “Bota Sot” that today’s meeting could produce concrete movement toward overcoming the political crisis, particularly regarding the election of a new president.</p>
<p>According to him, the positions expressed by Lumir Abdixhiku after winning a confidence vote within the LDK show that he is prepared to help resolve the institutional impasse. However, it remains unclear whether such cooperation would also extend to governing.</p>

<p>He considers the election of the president the key issue in overcoming the crisis and restoring the institutions’ functionality.</p>
<p>“After elections were repeated three times within these two years, with almost identical results, the political parties, especially the PDK and LDK, must assume their responsibility and help elect the president. If possible, that person should be as little connected to politics as possible and come from civil society, in keeping with the message citizens conveyed through their votes.</p>
<p>If the winning party manages to secure 61 votes to establish the institutions, it should be given the opportunity to govern. Meanwhile, the other parties should use the time to act as the opposition and undertake internal reforms.</p>
<p>It is precisely for this reason that the LDK is appearing more reasonable in this regard. I hope the first results will be seen tonight and that a new path of cooperation on electing the president will open, because that is currently where the knot of the political crisis lies,” he told the newspaper.</p>

<p>“Kosovo has no time to lose. The institutional deadlock has continued for nearly two years. During this time, important international agreements have remained suspended. These agreements are monitored by relevant international actors and are directly linked to efforts to reach a comprehensive agreement with the northern neighbor. This has negatively affected Kosovo’s international credibility and standing.</p>
<p>At the same time, the institutional weakness and Kosovo institutions’ avoidance of implementing international obligations are being used by the Serbian regime to improve its position and image on the international stage.</p>
<p>As the party with the longest democratic tradition in Kosovo, the LDK has a particular responsibility to preserve the country’s democratic and state-building culture. For this reason, it should become actively involved in overcoming the institutional crisis and contribute to an agreement with the Vetëvendosje Movement that would unblock the institutions and enable the normal functioning of the state,” Makolli said.</p>
<p>Makolli added that Abdixhiku has signaled his readiness to consider an agreement to overcome the political crisis. According to him, one obstacle for the LDK may be the lack of unity within its Parliamentary Group.</p>
<p>“After his re-election and receiving the confidence of the party Assembly, LDK leader Lumir Abdixhiku indicated that he is prepared to consider an agreement that would lift the country out of the institutional vacuum. For President Vjosa Osmani as well, a solution with the Vetëvendosje Movement would be vitally important to her political future.</p>
<p>For the LDK, however, the main problem remains the lack of cohesion within the Parliamentary Group. Differences in the positions of the elected MPs could make it more difficult to reach an internal consensus on a potential agreement with VV, even if the party leadership is willing to pursue one,” Makolli said.</p>
<p>The analyst concluded that reaching an agreement would depend on VV’s willingness to compromise and the LDK’s unity. If these conditions are not met, he said, the possibility of early elections cannot be ruled out.</p>
<p>“VV, together with MPs from non-majority communities, has 63 MPs. If the LDK leader had the full support of all 18 MPs in his party’s Parliamentary Group, it would create the possibility of an 83-MP majority. Such a majority would bring institutional stability to the country and avoid new elections, along with all the political, economic and time costs they would entail.</p>
<p>In short, an agreement depends on two main factors: the Vetëvendosje Movement leader’s willingness to compromise and the unity of the LDK Parliamentary Group in supporting a solution that would end the institutional crisis.</p>
<p>The responsibility now lies with VV. If VV continues to demand control of all three main institutions of power—the Assembly, the Government and the Presidency—the chances of an agreement will fall significantly. Under such circumstances, early elections in late autumn cannot be ruled out, which would further prolong the institutional crisis and political uncertainty in the country,” he concluded for “Bota Sot.”</p>

<p>Makolli added that Abdixhiku has shown willingness to reach an agreement that could resolve the political impasse. However, he considers the lack of unity within the Parliamentary Group to be the LDK’s main challenge.</p>
<p>He said that Lumir Abdixhiku, following his reelection as head of the LDK and the reaffirmation of confidence in him by the party Assembly, had signaled that he was open to considering a possible agreement to lift the country out of the institutional vacuum. According to Makolli, an agreement with the Vetëvendosje Movement would also be vital to President Vjosa Osmani’s political future.</p>
<p>Regarding the LDK, Makolli believes the main obstacle is the lack of cohesion within its Parliamentary Group. The differing positions expressed by its elected members could make it more difficult to secure an internal consensus on a potential agreement with VV, regardless of the willingness the party leadership may have.</p>
<p>In conclusion, the analyst said that reaching an agreement depends on VV’s willingness to compromise and on unity within the LDK. In the absence of these two elements, he warned that the country could face snap elections.</p>
<p>Makolli said that VV, together with lawmakers from non-majority communities, has a total of 63 members of parliament. If the LDK leader had the full support of all 18 members of his party’s Parliamentary Group, a majority of 83 members could be formed.</p>
<p>According to him, such a majority would guarantee institutional stability and avoid the need for new elections, along with the political, economic and time costs they would entail.</p>
<p>In summary, Makolli said an agreement depends on two key issues: the willingness of the Vetëvendosje Movement’s leader to compromise and the unification of the LDK Parliamentary Group around a solution that would end the institutional crisis.</p>
<p>He said the decision now rests with VV. If the party continues to seek control of all three main institutions of power, the Assembly, the Government and the Presidency, the chances of an agreement would diminish significantly. Under such circumstances, Makolli said, the possibility of holding snap elections in late autumn cannot be ruled out, which would further prolong the country’s institutional crisis and political uncertainty, he concluded for “Bota sot.”</p>

<p>The Democratic League of Kosovo has announced that its leader has decided to convene an Extraordinary Assembly after the statutory requirement of securing signatures from at least one-third of the delegates was met.</p>
<p>The extraordinary meeting is scheduled to take place on Thursday, July 30.</p>
<p>Following the announcement, LDK leader Lumir Abdixhiku wrote on Facebook that the assembly scheduled for July 30 is “unnecessary, untimely and inappropriate.”</p>
<p>Abdixhiku said he views the process as “harmful and divisive,” but explained that he decided to convene the assembly out of respect for democracy.</p>
<p>“I must accept it as such, even though I do not consider it right. I respect democracy because I believe in it, and for that reason, I will face this process. I expect others to act in the same way after Thursday, when the LDK expresses its will once again,” Abdixhiku wrote.</p>
<p>Bajram Gecaj Expects a New Chapter for the LDK and Kosovo</p>
<p>LDK member Bajram Gecaj told “Bota sot” that he expects the Extraordinary Assembly to bring reflection, change and new energy within the party.</p>

<p>He believes that dissatisfaction may emerge but does not foresee a split, while hoping that the meeting will open a new chapter for both the LDK and Kosovo.</p>
<p>“I expect the Democratic League of Kosovo to demonstrate once again at the Extraordinary Assembly that it remains the only serious party in Kosovo to have established genuine democratic procedures, culture and spirit. It must also address the issue of a leadership change with maturity,” Gecaj said.</p>
<p>He recalled that although the processes have not always proceeded without difficulties, the LDK has so far elected three successive leaders after its Historic President, Dr. Ibrahim Rugova, and subsequently rallied behind the elected leadership, as it also did on January 31 of this year.</p>
<p>“On Thursday, we must have the courage to reflect, make changes and move forward. The LDK needs new energy, a different strategy, stronger action and unwavering loyalty to the values built over 37 years,” he said.</p>
<p>According to Gecaj, dissatisfaction is possible, but no further divisions or fractures are expected, as the party needs the contribution of every member and of many others who wish to join it.</p>
<p>“I believe this Assembly will mark the beginning of a new chapter, not only for the LDK but also for Kosovo,” Gecaj said.</p>
<p>Saim Tahiraj: July 30 Is the LDK’s Greatest Challenge in the Post-War Political Period</p>
<p>Activist Saim Tahiraj also spoke to “Bota sot” about the issue. He said that, in principle, the Extraordinary Assembly should proceed as a normal statutory procedure, but warned that clashes between the two camps could prevent the outcome sought by the LDK’s membership and electorate.</p>

<p>“In a functioning democracy, such an extraordinary assembly should be viewed as an entirely normal process organized in accordance with the LDK Statute. The winner, whoever it may be, should be accepted by everyone and congratulated on their success. The party should then continue with deep reforms at every level so that it enters the next elections united and strong,” Tahiraj said.</p>
<p>However, he stressed that it will become clear on July 30 whether such a goal can be achieved. According to him, the main question is whether participants will manage to set aside their egos, resentments and individual interests and give priority to the interests of the LDK.</p>
<p>“Developments so far do not provide much reason for complete optimism. Both camps have already taken fairly firm positions and, unless tensions ease, there is a possibility that the assembly will not deliver the outcome expected by the party’s members and voters,” he said.</p>
<p>Tahiraj also called on authoritative and influential figures within the LDK to make every effort to preserve calm, continue dialogue and strengthen democratic unity.</p>
<p>He emphasized that the LDK must emerge united from this meeting at all costs, as only in this way can it grow stronger and move forward as the most serious political alternative.</p>
<p>According to Tahiraj, broad consultations are needed to select a consensus-building and unifying figure who has the trust of the membership and represents the LDK’s values.</p>
<p>“This is not the time to experiment with individuals who were not politically formed within the LDK or who joined it only recently. The figure who will unite the party must come from within its own ranks and represent the LDK’s identity, tradition and spirit. Any other experimental solution could bring new dissatisfaction, divisions and further weakening of the party,” Tahiraj concluded for “Bota sot.”</p>

<p>The Democratic League of Kosovo has announced that its chairman has decided to convene an Extraordinary Assembly, after fulfilling the statutory requirement that required the support with signatures of at least one third of the delegates.</p>
<p>According to the announcement, this gathering will be organized on Thursday, July 30.</p>
<p>A few hours later, LDK chairman Lumir Abdixhiku expressed his position on the social network Facebook, where he described the meeting called for the end of the month as “unnecessary, untimely and out of place.”</p>
<p>However, he stressed that, although he sees this initiative as “harmful and divisive,” he called the assembly for the sake of respect for democratic principles.</p>

<p>“As such, I have to accept it. Even when I don&#8217;t think it&#8217;s right. I respect democracy because I believe in it. So I face it. I expect others to behave the same after Thursday, when LDK speaks again,” Abdixhiku wrote in his reaction.</p>
<p>Meanwhile, a member of this party, Bajram Gecaj, in an interview for “Bota sot,” said he hopes that this Extraordinary Assembly will bring a spirit of awareness, transformation and fresh energy for the political entity.</p>
</p>
<p>He acknowledged that there may be dissatisfied voices, but he does not see a risk of breaking ranks, believing that this event will mark the beginning of a new phase both for the party and for the country.</p>
<p>“From the Extraordinary Assembly, I expect that the Democratic League of Kosovo will prove once again that it is the only serious party in Kosovo that has built genuine democratic procedures, culture and spirit, overcoming with maturity even the issue of leadership change,” Gecaj said.</p>
<p>He added that although these processes have not always been without cost, the party has managed to elect three leaders after the Historical President, Dr. Ibrahim Rugova, lining up behind the chosen leader, as happened also in January of this year. “Therefore, I expect that on Thursday we will have the courage to reflect, to change and to move forward, because LDK needs new energy, a different strategy, stronger actions and unwavering loyalty to the values forged over 37 years,” he concluded.</p>
<p>Gecaj further stressed that he does not foresee deep divisions, but perhaps the appearance of some discontent, adding his conviction that the meeting will open a new chapter both for LDK and for Kosovo. “Discontent there may be, but I do not expect new divisions or breakups, because LDK needs each of us and many others who want to join,” he declared.</p>
<p>On the other hand, activist Saim Tahiraj, in a statement to the same medium, described July 30 as the most difficult challenge for LDK in its entire post-war political history.</p>

<p>Tahiraj considered that such a process should be completely normal according to the statute, but expressed concern that tensions between the two factions could make it difficult to achieve a result that satisfies the membership and supporters.</p>
<p>“In a functional democracy, this Extraordinary Assembly should be considered a completely normal process, conducted in accordance with the Statute of LDK. Whoever wins must be accepted by all, wished success, and then serious reforms should continue at all levels,” he said.</p>
<p>However, Tahiraj added that it remains to be seen whether everyone will be able to put aside personal interests and put the good of the party above all else. He warned that, considering the strong positions of both camps, if there is no de-escalation of tensions, the assembly may not produce the result expected by the membership and the electorate.</p>
<p>In conclusion, he appealed to influential figures in the party to engage for unity, arguing that the fate of LDK should be entrusted to a consensual personality emerging from within its structures, and not risked with experiments. “The unifying figure must come from within LDK, representing its identity, tradition and spirit. Any other experimental alternative risks producing new discontent, divisions and further weakening of the party,” he closed his statement.</p>
