Warnings to students and political language: DW examines the impact on society as experts describe intimidation

Deutsche Welle (DW) has examined how the communication of Albania’s leading political figures, including Prime Minister Edi Rama and opposition leader Sali Berisha, affects the tense climate in society and institutions.

The report notes that statements by those in power are often marked by accusations and harsh language. In the video, Edi Rama is seen warning that measures will be taken against students and protesters who break the law. “Those students who go out and attack the State Police will not receive scholarships or financial support from the state,” he says, adding: “You will pay.” The report also mentions the opposition’s calls for civil disobedience.

Experts analyze the purpose of the messaging

To examine the intent behind these messages and their impact, DW sought the views of experts.

Communications expert Elvin Luku says that using this language at certain moments is intended to frighten political actors and the public. “The reason it is chosen at precisely this moment is to intimidate all the political actors who might do something in this situation,” he says. Luku links this strategy to efforts by both sides to mobilize and counteract.

Sociologist Entela Binjaku focuses on the impact of normalizing aggression in society. She says that violence seen in parliament, parliamentary committees and political debates is conveyed to the public and internalized by it. “This normalization becomes, in a way, a ‘second skin’ for society,” she notes.

DW raises the question of whether there is a cause-and-effect relationship between the language of the political elite and violent incidents at protests or in institutions. The footage shown depicts physical clashes, property damage and tensions in parliament. At the end, DW correspondent Rashela Shehu asks who should be held accountable for the consequences of this communication and this political model.
