UP: Court orders protective measure for 68 ares in the technical faculties area

The University of Prishtina has announced that a public property of particular importance to the institution has been protected from the risk of being transferred.

According to the UP, on August 24, 2026, the Basic Court in Prishtina, following a request by the Basic Prosecution in Prishtina, imposed a protective measure on a cadastral plot measuring 68 ares in the technical faculties area. The property is municipally owned and is permanently used by the University of Prishtina.

The university said the court decision prohibits any action that could lead to the sale, transfer, donation, encumbrance, granting of use, alteration of the factual condition or transfer of the property in any form.

“Since the beginning of his term, Rector Arben Hajrullahu has been determined to protect university property, undertaking all necessary measures to prevent any attempt to transfer it to the detriment of the public interest,” the UP said in a statement.

The institution described the protective measure as a development of extraordinary importance, as private individuals have for years asserted ownership claims over the property. In addition, financial claims worth millions have been filed against the university for rent payments for space which, according to the UP, has been legally used for academic and institutional activities.

“The imposition of the protective measure safeguards the property from the risk of transfer during the proceedings and, at the same time, protects the university and the public interest from potential financial consequences that could directly burden the public budget,” the statement further said.

According to the University of Prishtina, the ownership claims concerning the plot are based on an alleged judgment of the former Municipal Court in Prishtina, dated May 27, 1998. On the basis of this document, it was claimed that the municipal property had been transferred into private ownership and subsequently transferred to other individuals.

The case was also reviewed by the Parliamentary Committee of the Assembly of Kosovo for Environment, Food, Agriculture, Planning and Development. In its report dated May 14, 2024, the committee identified serious problems and doubts concerning the documentation and history of the property, requesting that the matter be addressed by the competent justice authorities.

The UP expressed its gratitude for the work of the former Parliamentary Committee and for the institutional handling of the matter. In particular, the university thanked former MP Fitore Pacolli and Mr. Milazim Salijaj for their involvement in reviewing the case and their contribution to identifying issues requiring investigation by the competent institutions.

Special thanks were also extended to the prosecutorial system of the Republic of Kosovo, investigative institutions and all officials who, within their legal responsibilities, helped address the case.

The university said it had also taken concrete measures to return other university spaces to use.

According to the statement, students and academic staff of the Faculty of Agriculture and Veterinary Medicine are expected to begin the academic year in the new building. For more than 10 years, the building had not been used because of its proximity to high-voltage infrastructure and other technical facilities, but these obstacles have now been eliminated.

The University of Prishtina has called on all individuals and legal entities that hold, use or claim university spaces and properties without a clear legal basis to vacate them and return them to the UP by October 30, 2026.

At the same time, the institution invited current and former officials, as well as citizens who have information, documents or data concerning the transfer, occupation, misuse or other suspicious actions related to the university’s properties and interests, to submit this information to the UP or directly to the competent authorities.

“The University of Prishtina will not stop protecting its property. Every case for which there are indications of violations will be documented and referred to the competent institutions. Because university properties are not anyone’s private assets. The standard established by the University of Prishtina is clear: legality, transparency, accountability and uncompromising protection of the public interest,” the statement said.
