Ulutash in farewell speech: Security situation has improved significantly since 1999

Major General Ozkan Ulutash, outgoing commander of NATO’s peacekeeping mission in Kosovo, KFOR, said in his final address before the end of his term that the security situation today is much better compared with 1999.

In June 1999, 27 years ago, NATO troops were deployed in Kosovo. At the time, the mission included around 55,000 soldiers from 36 countries.

According to Ulutash, KFOR has maintained its commitment and resilience throughout the mission, acting impartially, transparently and with determination to fulfill its duties.

“Today, the security situation is much better than it was in 1999. Kosovo’s security institutions have developed and increased their capabilities. The Kosovo Police, in cooperation with EULEX, takes care every day of public security for all communities. KFOR continues to serve as the third responder for security, with a presence throughout Kosovo, providing security and calm, protecting the hard-won stability and remaining ready to act in the event of any risk of deterioration in the security situation,” Ulutash said.

He emphasized that KFOR would continue to provide a protected environment for all residents of Kosovo and guarantee freedom of movement. However, Ulutash stressed that lasting security cannot be achieved through military means, but through political ones.

“In this context, KFOR will continue to contribute in the future, including by supporting the dialogue between Belgrade and Pristina, facilitated by the European Union. This dialogue provides the framework for addressing unresolved issues and finding solutions that respect the rights of all communities,” Ulutash said, describing KFOR as a success story.

Major General Ozkan Ulutash will hand over his duties on October 14 to his successor at the helm of the KFOR mission, Italian Major General Roberto Vergori.
