The SCPC Report on Activities During 2025 Approved

The Committee on Political System and Relations Among Communities approved at today’s session the annual report on the work of the State Commission for the Prevention of Corruption (SCPC) during 2025. The document was forwarded to the Assembly of the Republic of North Macedonia for further consideration.

At the same session, the members also approved the SCPC’s special reports on the identified situation regarding the financing of the election campaign for the election of mayors and councilors in the municipalities of the Republic of North Macedonia. The report on the repeat elections for mayors of the municipalities of Gostivar, Vrapchishte, Mavrovo and Rostusha, and Centar Zhupa, in 2026, was also submitted for parliamentary consideration.

The documents forwarded to the Assembly also include the SCPC’s annual report on the implementation of the National Strategy for the Prevention of Corruption and Conflicts of Interest for 2021-2025, covering the period from 01.01.2025 to 31.12.2025, as well as the final report on the implementation of the same strategy during the period from 01.01.2025 to 31.12.2025.

SCPC President Adem Çuçul said that the annual report provides factual data on the Commission’s activities throughout the previous year. According to him, 612 submissions were registered during 2025, and 583 decisions were adopted within the scope of this institution’s powers.

Çuçul said that, for violations stipulated in the Law on the Prevention of Corruption and Conflicts of Interest, 111 payment orders for misdemeanors were issued, while 45 misdemeanor proceedings were initiated. He explained that the report addresses all these cases according to their respective areas, relating to the prevention of corruption, conflicts of interest, and the monitoring and recording of the state of property.

“Eight initiatives to initiate criminal prosecution proceedings have been submitted to the Public Prosecutor’s Office. In addition, three initiatives have been submitted to the competent authorities to determine the responsibility of public officials, as well as six other initiatives to determine the responsibility of elected and appointed persons, namely public officials,” the SCPC president said.

He added that the Commission had continuously forwarded recommendations and guidelines to the competent authorities to correct the situations identified and avoid corruption risks. In implementation of the provisions on the prevention of conflicts of interest, the institution had also provided opinions to the competent authorities and officials regarding possible cases of conflicts of interest. A total of 116 such opinions were issued during 2025.
