Ten Laws at Risk of No Vote in North Macedonia Parliament Due to Lack of Badinter Majority

Ten bills included in the agenda of the plenary session on October 1 may not be approved in Parliament, as the government lacks the necessary Badinter majority and the opposition Democratic Union for Integration (BDI) does not plan to vote for them.

These legal amendments aim to align with the new Law on High Service. However, according to warnings, the process is expected to remain blocked even in Parliament. After the debate, Parliament Speaker Afrim Gashi is expected to wait for conditions to be created to proceed the laws to a vote, unless BDI blocks them earlier through procedural objections.

In this way, the ten new laws are expected to join other initiatives that have already been left pending, including laws on local self-government, the higher education package, and the law on equal representation.

The session was initially scheduled for September 29, but today it was moved to October 1. The reason for the postponement is the official visit of the Parliament Speaker to Saudi Arabia.

During an informative meeting with journalists, Gashi acknowledged that the governing majority does not have the necessary Badinter votes to approve the proposed changes and announced that he will hold talks with opposition MPs.

“It is clear that the Parliament has a problem with voting laws that require a double Badinter majority. But everything in a democracy requires discussion and dialogue to have a solution. We are talking with all MPs, seeking ways to overcome these differences. I hope that in the near future we will find a solution to reconcile.
