Details have emerged from the SPAK case file concerning Belinda Balluku and the luxury villa in Palasë that was seized the previous day and allegedly acquired through corruption.

Communications from 2020 included in the case file shed light on how Balluku’s luxury villa was designed and furnished.

In an email dated September 14, 2020, businessman Alban Eftimi informed Balluku about the changes being made to the villa, which was under construction.

“I’m sending you a revision. We thought that even if you decide to rent it out one day, the users should be able to feel just as pampered as they would in a hotel. The staircase between the two buildings has climbing greenery on both side walls. On one side of the pool, there are steps leading down to a dining table at water level, so that the ‘infinity pool’ can be enjoyed to the fullest. The pool at the end facing the sea also has a plan for placing glasses and a plate or two.

On the two sides of the houses, at the entrance and suite level, we have installed two hot tubs (see the Roccabella hotel in Santorini). We will continue working on different options for the suites.

The partitions between the kitchen and living room and between the dressing room and the ‘master bedroom’ are accordion-style. A significant part of the areas around the pool has been covered with ‘teak’ for a slightly warmer, somewhat yacht-like ‘feeling’. Consider it as an alternative once we finish the renderings, and if you don’t like it, we’ll go back to the blue marble,” the email states.

Four days later, Eftimi also sent Balluku the document “Twin Villas Palasë,” which contains the floor plans and designs for the two villas.

The document consists of 11 pages. The first page bears the note “Twin Villas Palasë,” while the remaining pages contain the floor plans and designs for the two villas’ areas.

According to the SPAK investigation, the villa was initially built up to the shell-structure stage with investment from Igli Tare. The remaining work was undertaken by businessman Arbër Abazi, owner of the company “Alko Impex General Construction.” This company won the tender for Lot 7 of the Big Ring Road.
