Social and health insurance for caregivers of differently abled persons to be covered by the state, Rama announces

During the presentation of the National Action Plan for Persons with Disabilities 2026-2030, Prime Minister Edi Rama unveiled a new initiative aimed at easing the burden on families with children who have special needs.

The head of government confirmed that the state budget will take over the payment of social and health contributions for mothers and legal guardians, equating them with employed workers.

According to him, the policy addresses the challenge faced by many parents who are forced to give up a regular job to dedicate themselves to caring for their relatives.

“Around 11,000 children and young people are beneficiaries of this scheme,” Rama stressed, adding that beyond this, the government has approved specific support for caregivers. He argued that for a mother devoted to a child with disabilities, maintaining a stable job is practically impossible, which results in the interruption of insurance coverage.

The Prime Minister emphasized that these initiatives are not merely for applause, but to demonstrate that governance is closely linked to the concrete needs of different social strata.

Furthermore, he praised the current social protection system as more reliable and expressed gratitude to the head of the relevant institution, appreciating her dedication and closeness to citizens. “Close connection with people stems only from passion and will,” he added.

Rama also acknowledged that society has evolved and now public expectations are higher. He stressed that the past serves as a starting point, but the future cannot be based simply on previous achievements, because citizens face new challenges and demands every day.
