Request to have Police director report on October 5 protest sparks debate in Security Committee

The Committee for Security approved its work plan for the autumn session, which foresees reporting by the key security institutions in December. Democratic Party of Kosovo MP Ganimete Musliu requested that the Police director, Gazmend Hoxha, appear before the committee at the end of October over the police’s response during the October 5 protest. The request did not receive support and was followed by a heated debate between her and the LVV MPs on the committee.

Musliu described the police response to the protest, in which the adoption of the law on the Special Unit was demanded, as unprofessional and disproportionate. She said she had received many complaints from citizens, including medical reports from that day, and requested that the police director give explanations before the legislature. While proposing that he be invited in the last week of October, Musliu referred in her statement to the “March 5 protest.”

LVV MP Ilir Qeriqi also said that appearing earlier or later before the committee would not change what had happened. He asked that the investigative bodies be given space to complete their work without influence or interference, and for the reporting to take place afterwards.

Musliu responded that demanding accountability and exercising democratic oversight of the security institution are obligations of the committee, not interference in investigations. She told the objecting MPs that, since they were in parliament for the first time, they would become familiar with the committee’s work and responsibilities.

Qeriqi reacted by questioning Musliu’s knowledge of police procedures and hierarchy. He said that membership in the committee does not constitute an achievement or relevant education, and claimed that he knew the procedures, democratic oversight and police structure better than she did.

In addition to the work plan, the committee also approved the draft law amending and supplementing the Law on Budget Appropriations for the Budget of the Republic of Kosovo for 2026.
