President Begaj’s message on the protests: The right to express oneself is constitutional. Civic engagement and respect for the law go hand in hand

President Bajram Begaj took part in an event organized on the occasion of the 100th anniversary of the Tirana Prefecture, where, in addition to praising the historical role of this institution, he also addressed the protests that have taken place in the country in recent weeks.

During his speech, the head of state said the event was being held at a time when citizens are publicly expressing their concerns and expectations peacefully.

Begaj stressed that, in keeping with the constitutional position and neutrality of the President, the right to express oneself and to take part in public life is a value protected by the Constitution.

According to him, this right must be exercised in accordance with the Constitution and the laws of the country.

The President underlined that the consolidation of democracy and the country’s sustainable development rest on the shared commitment of citizens and institutions to act in line with the Constitution, the national interest, and the public interest.

“The constitutional framework, together with the rules of the rule of law and democracy, constitute the main guarantee for the proper functioning of society,” Begaj said.

The head of state added that he remains committed to defending the Constitution, the fundamental rights and freedoms of citizens, as well as fostering a climate of cooperation and dialogue that serves the national interest, the country’s European future, and its Euro-Atlantic values.

In the rest of his speech, Begaj praised the Tirana Prefecture as an institution that, since 1926, has served as a bridge between central government and local communities, ensuring stability, order, and development.

He said the 100th anniversary of this institution is a moment for reflection on the role of public administration and the need to improve the quality of service to citizens.
