Parliament to convene Thursday with 17 items on the agenda, from interpellations to changes concerning magistrates’ salaries

Parliament’s plenary session on Thursday will begin with the approval of the minutes of the September 8, 2026 meeting and the relevant announcements. The lawmakers will then consider a series of urgent interpellations with government ministers, draft laws and draft decisions.

Four urgent interpellations have been requested by lawmakers from the Parliamentary Group of the Democratic Party, while another interpellation has been submitted by MP Blendi Himçi.

The agenda includes issues concerning Ukraine, artificial intelligence, the olive sector, the status of judges and prosecutors, designs, publicly offered companies, as well as the composition of Parliament’s standing committees.

1. Approval of the minutes of the September 8, 2026 plenary session.

2. Announcements.

3. Urgent interpellation with the Minister of Environment, Sofjan Jaupaj, requested by a group of lawmakers from the Parliamentary Group of the Democratic Party.

4. Urgent interpellation with the Minister of the Interior, requested by a group of lawmakers from the Parliamentary Group of the Democratic Party.

5. Urgent interpellation with the Minister of Education, Mirela Kumbaro, requested by a group of lawmakers from the Parliamentary Group of the Democratic Party.

6. Urgent interpellation with the Minister of Health and Social Welfare, Klodiana Spahiu, requested by a group of lawmakers from the Parliamentary Group of the Democratic Party.

7. Interpellation with the Minister of Infrastructure and Energy, Enea Karakaçi, requested by MP Blendi Himçi.

8. Consideration of the draft law “On the ratification of the Convention Establishing the International Claims Commission for Ukraine, concluded in The Hague on 16.12.2025.” Following the questions, the initiator and the Committee on Legal Affairs and Public Administration will present their positions. The Committee on Human Rights and the Means of Public Information and the Committee on Europe and Foreign Affairs will also present their views. The parliamentary groups will then speak, and the draft law will be put to a vote.

9. Consideration of the draft law “On the ratification of the Council of Europe Framework Convention on Artificial Intelligence, Human Rights, Democracy and the Rule of Law.” Following the questions, the initiator and the Committee on Human Rights and the Means of Public Information will be heard. The Committee on Legal Affairs and Public Administration and the Committee on Europe and Foreign Affairs will present their views before the parliamentary groups’ discussion and the vote.

10. Consideration of the draft law “On the acceptance of Decision DEC-I 1/119-VI/2024 of the Council of Members of the International Olive Council, amending Article 36 of the 2015 International Agreement on Olive Oil and Table Olives, acceded to through Law No. 112/2017.” The initiator and the Committee on Agriculture, Food and Rural Development will express their positions on the initiative. The Committee on Legal Affairs and Public Administration, the Committee on Economy, Employment and Finance, and the Committee on Europe and Foreign Affairs will present their views. The vote will take place after the discussion.

11. Consideration of the draft law “On some additions and amendments to Law No. 96/2016, ‘On the status of judges and prosecutors in the Republic of Albania,’ as amended.” The process will continue with questions, followed by the positions of the initiator and the Committee on Legal Affairs and Public Administration. The Committee on Economy, Employment and Finance and the Committee on Human Rights and the Means of Public Information will present their views, after which the discussion and vote will take place.

12. Consideration of the draft law “On designs.” Following the questions and the initiator’s position, the Committee on Economy, Employment and Finance will speak. The Committee on Legal Affairs and Public Administration, the Committee on Natural Resources, Infrastructure and Sustainable Development, and the Committee on Europe and Foreign Affairs will present their views. The discussion and vote will take place at the conclusion.

13. Consideration of the draft law “On some amendments and additions to Law No. 10236, dated 18.2.2010, ‘On the takeover of publicly offered companies.’” Following the questions and the presentation of the initiator’s position, the matter will be addressed by the Committee on Economy, Employment and Finance. The Committee on Legal Affairs and Public Administration and the Committee on Europe and Foreign Affairs will present their views. The discussion and vote will follow.

14. Consideration of the draft decision “On some amendments to Decision No. 85/2026, ‘On the appointment of the chairs of Parliament’s standing committees.’” The draft decision will be put to a vote.

15. Consideration of the draft decision “On some amendments to Decision No. 86/2026, ‘On the appointment of the members of Parliament’s standing committees.’” This item will also proceed directly to a vote.

16. Consideration of the draft decision “On some amendments to Decision No. 87/2026, ‘On the appointment of substitute members to the composition of Parliament’s standing committees.’” The vote will be conducted by a simple majority.

17. Discussions on matters outside the agenda.

During discussions on matters outside the agenda, each lawmaker will have no more than 5 minutes at their disposal. When speaking on behalf of a parliamentary group, the maximum time is 8 minutes. In total, this item may not last more than 60 minutes.
