LVV Sends Additional Evidence to Investigators, Alleges Legal Irregularities in Pristina Legalizations

Vetëvendosje assembly members in Pristina have submitted additional materials to the Kosovo Police investigation unit and the Office of the Chief State Prosecutor. They said the documents prove manipulation in the legalization process in the capital.

Gëzim Sveçla, head of the LVV assembly group, said the materials had been obtained from an anonymous whistleblower who identified himself as a municipal employee. He said they identify officials and businesses and describe the alleged legal violations committed during the legalization process.

Sveçla said the submitted materials were connected to the already-discussed case of illegal legalizations in the Municipality of Pristina. According to him, the documentation specifically lists the names of the businesses and officials involved, along with the violations suspected of having occurred during the process.

He stressed that legalization in Kosovo is regulated by law, while the buildings covered by this case, according to him, have various legal deficiencies. Sveçla said some of them are located on public property, while other cases involve buildings erected after 2018, when the law on dealing with unauthorized construction came into force.

In addition to the legalization issue, Sveçla said the materials also contain a series of allegations of other legal violations in the capital, which the whistleblower says occurred in the Municipality of Pristina.

The allegations include transfers of large sums of money from Kosovo to England. According to Sveçla, the whistleblower claims that British authorities have launched investigations and that Kosovo’s State Prosecutor’s Office has done the same, while verification of these claims is up to the institutions and the media.

Sveçla also linked the legalization case to the 2025 audit report, which, he said, identifies the misuse of millions of euros from the budget. He also mentioned the Public Housing Enterprise, which has been fined 32 million euros—an amount the enterprise must pay to several private economic operators.

He criticized Mayor Përparim Rama, saying that the latter had published two or three reactions on social media but had still not said a word about the issue.

According to Sveçla, when financial losses are added to mismanagement in Pristina, the situation can be described as plunder. He said the capital’s present is being harmed through the extraction of funds from the budget, while citizens’ future is also being jeopardized because of living conditions and quality of life.

The LVV assembly group had also filed a criminal complaint with the Special Prosecutor’s Office on July 30 concerning the legalizations in the capital.
