London launches “Operation Albiston Shadow” maneuvers, armed forces test response to hybrid threats

Dubbed “Operation Albiston Shadow,” these military and civilian exercises will engage members of the government cabinet, as well as hundreds of officials from the state administration, to test response capacities in the face of hybrid attacks in the context of a traditional armed conflict.

Although the exact risks to be simulated are not specified, the scenario is expected to include cyber offensives, acts of sabotage, and assassinations targeting political figures. These maneuvers, the largest in recent decades, will extend over several days and will be followed by expanded drills under the North Atlantic Alliance, known by the code CMX27, which are planned to take place next year, without a publicly set date.

For the first time, the risk of interference in the British democratic process is integrated into these exercises, aiming to assess the country’s readiness to repel them. Also, the list of six main threats now includes the potential for artificial intelligence to facilitate more sophisticated cyber attacks against critical infrastructure databases, the water supply network, and political systems. These maneuvers come at a time of growing concerns over a Russian aggression against a NATO member state, as Russian air forces periodically violate the airspace of allied countries. (Darren Jones, Chief Secretary to Prime Minister Starmer, stated in Parliament that an awareness campaign will also be launched to strengthen public resilience in dealing with conflict situations.)

The goal is to equip ordinary British citizens with knowledge about simple measures they can adopt ahead of potential disruptions during an attack. Among the threats considered are cyber offensives that could cause widespread outages of electricity, water supply, mobile phone networks, or access to food stores. In parallel, guides will be distributed to educational institutions on how to teach students to stay in safe zones during emergencies and wartime periods. (In official British defense documents, specific guidelines for a nuclear conflict scenario remain classified and do not appear in the latest public register released by authorities, but they are assumed to follow protocols already implemented in other continental countries.)
