Lack of Quorum Again Prevents Kosovo Judicial Council Meeting

The meeting of the Kosovo Judicial Council (KJC) failed to take place because a quorum was not reached. The agenda included consideration of a request from the acting President of the Republic of Kosovo, along with notifications from judges and administrative employees from the Serb community regarding the withdrawal of their resignations, KosovaPress reports.

Four council members did not attend the meeting scheduled for today, although none of them had submitted a leave request.

KJC Chair Rrustem Thaqi criticized the members’ absence. He said he had received five email notifications from five members, informing him that four of them would not attend the meeting.

According to Thaqi, the notifications, received at 12:09, claimed, among other things, that scheduling the meeting was not in accordance with the KJC’s decision. They also stated that the council was on collective leave, that there were no grounds for calling an extraordinary meeting, and that the timing of the meeting should be coordinated among the members. However, he stressed that the council had not made any decision on collective leave.

Thaqi said the situation was causing delays in fulfilling the KJC’s responsibilities, including completing disciplinary proceedings and establishing investigative panels in response to disciplinary requests.

He stressed that none of the members had submitted a leave request and that such conduct could not be allowed. Consequently, the meeting was not held due to the lack of a quorum.

The same issue had also sparked clashes during the KJC’s previous meeting. That meeting was adjourned following a debate among members over consideration of the request concerning the withdrawal of resignations by judges and staff from the Serb community in the north of the country.
