Kosovo Security Force mission in Gaza, analysts reveal strategic benefits for the country

On Monday, Kosovo formalized its participation in the International Stabilization Force (ISF) in Gaza, through the signing of an agreement that opens the way for the engagement of the Kosovo Security Force (KSF) in this operation.

The document was signed by the KSF commander, Lieutenant General Bashkim Jashari, and the ISF commander in Gaza, Major General Jasper Jeffers, in a ceremony also attended by the acting Minister of Defense, Ejup Maqedonci.

Kosovo’s Ministry of Defense announced that the agreement defines the technical details of the deployment of the KSF contingent, while in meetings with American officials and ISF leadership, Kosovo’s readiness to contribute to peace, security, and regional stability efforts was discussed.

Meanwhile, the Peace Board, a U.S.-backed entity, confirmed Kosovo’s inclusion in the ISF, describing the agreement as a concrete step toward the country’s integration into this force. In a post on the X platform, the Board stated that representatives of the Republic of Kosovo, the Peace Board, and the International Stabilization Force signed the participating states agreement, enabling Kosovo’s involvement in the ISF.

Security experts consider the KSF’s engagement in this mission a development of extraordinary strategic weight for Kosovo. They argue that this operation can consolidate cooperation with the U.S. and other international allies, deepen the KSF’s experience and professional skills, and improve Kosovo’s international image and support its Euro-Atlantic aspirations.

Security analyst Arben Dashevci, in a statement to “Bota sot,” emphasized the political and strategic importance of this decision. According to him, Kosovo’s active cooperation with strategic partners, especially the U.S. and NATO, now translates into a practical achievement, showing that the KSF has demonstrated professionalism and seriousness wherever it has been called upon. Dashevci highlighted that Kosovo’s role on the global security stage is transforming, shifting from a beneficiary state to an active contributor in peacekeeping operations, which brings great benefits in strengthening the partnership with the U.S. and on the path toward Euro-Atlantic integration. He linked this development to the goal of NATO membership, stressing that this participation serves as concrete proof that Kosovo aims for and deserves to be part of the Alliance.

Former military official Hafir Hoxha, also for “Bota sot,” described the agreement as a historic moment with greater significance than it appears on the surface, noting that the U.S. has already allocated over $206 million to support the ISF. He said that the KSF’s participation in an international mission outside Kosovo’s territory would mark a significant shift in the message the country conveys. According to him, Kosovo no longer only seeks protection from others, but is becoming a country that with its own forces contributes to the security of others, which constitutes a highly positive political signal for the U.S.

Hoxha further broke down the dimension of direct cooperation with the American security structure, given that the ISF is a U.S.-led project and is commanded by an American general. This, according to him, could increase Washington’s trust in the KSF, offer more training and opportunities for interaction with the U.S. military, international operational experience, and political capital for security issues. However, he clarified that participation in the ISF does not constitute an automatic guarantee for NATO membership, but strengthens the argument that Kosovo is a producer of security. Participation in a multinational operation exposes KSF members to multinational command, American and allied procedures, and international operational planning and logistics.

Speaking about the institutional benefits, Hoxha added that the mission in Gaza, which aims to stabilize areas and train the Palestinian police, provides the KSF with valuable experience that can be utilized in the future. He also pointed out the diplomatic dimension, emphasizing that participation in an international coalition gives different states the opportunity to see Kosovo not only through the prism of past conflict, but as a country that takes responsibility for global peace and stability.

Nevertheless, Hoxha warned that the mission in Gaza is politically and militarily very complex, citing the ongoing disagreements over the disarmament of Hamas and the Israeli withdrawal, which, according to Reuters, continue to hinder the full implementation of the plan. For this reason, he insisted that Kosovo must ensure a very clear mandate, precise rules of engagement, and strong legal and operational protection for KSF soldiers. If this mission is managed successfully, Hoxha concluded that the greatest benefit will be the change in Kosovo’s perception from a “security recipient” to a “security partner,” a valuable asset in relations with the U.S. and on the long-term Euro-Atlantic path.
