Kosovo at the Security Council facing Serbia: Experts analyze the meeting’s messages

On October 20, the United Nations (UN) Security Council held a meeting on Kosovo. The discussions reflected differing international positions on the country’s political and security situation, Kosovo-Serbia relations and the continuation of the UN Interim Administration Mission in Kosovo (UNMIK).

Kosovo was represented by the minister of foreign affairs and diaspora, Glauk Konjufca. In his address, he discussed responsibility for the attack in Banjska, relations with Serbia, the work of the institutions and Kosovo’s international position.

Konjufca described the UNMIK report as biased and called for the mission’s mandate to end. He also responded to claims by the Serbian representative, Marko Gjuriq, recalling the war crimes committed in Kosovo and criticizing him for failing to address the killings of Albanian civilians.

Political experts assess that Kosovo’s appearance at the UN served to counter Serbia’s claims and defend the country’s state interests. According to them, the country should further develop its diplomacy, seek justice for the attack in Banjska and promote a review of UNMIK’s role in line with the current situation.

Muçiqi: Konjufca responded to Gjuriq with facts

Publicist Ismail Muçiqi, speaking to the newspaper “Bota sot,” described Minister Glauk Konjufca’s speech as an important representation of Kosovo’s interests on the international stage.

“In my assessment, the minister of foreign affairs of the Republic of Kosovo, Mr. Glauk Konjufca, represented the country brilliantly before the Security Council. He addressed current issues and the problems Kosovo has faced in its relations with Serbia. Taking an analytical approach, he focused on sensitive political and security issues, including the establishment of the state, the election of the Speaker of Parliament, the formation of the government and, finally, the election of the President of Kosovo.

Using facts, the minister of foreign affairs successfully countered his Serbian counterpart, Marko Gjuriq. Once again, at the Security Council, Gjuriq tried to make Kosovo responsible for the situation in the country and the suffering of the minority Serb community through lies and manipulation,” Muçiqi said.

According to him, another important issue in Konjufca’s speech was Kosovo’s position on Serbia holding elections on its territory.

“Konjufca conveyed to the international community the message that Kosovo’s institutions would not allow Serbian elections to be organized in Kosovo, nor would they allow the political and security situation to be destabilized by criminal structures in the north. He informed the Security Council that the Republic of Kosovo exercises control over its entire territory and borders. The government and other institutions have also pledged to fight negative phenomena, corruption and organized crime without compromise, and to strengthen justice at every level.

Once again, Kosovo’s diplomacy demonstrated at the Security Council that it is fulfilling its responsibility by defending the interests of citizens, the country’s sovereignty and territorial integrity. Claims that the speech by Kosovo’s minister of foreign affairs at the Security Council should be disparaged are untrue,” Muçiqi concluded in comments to “Bota sot.”

Jakupi: Kosovo’s diplomacy must be strengthened

Political analyst Zejnullah Jakupi, speaking to “Bota sot,” said the Security Council meeting was an important opportunity to present Kosovo’s official positions and defend its interests on the international stage.

“I see Kosovo’s appearance before the UN Security Council as an important diplomatic opportunity. It enables the presentation of the state’s positions, the defense of the interests of the Republic of Kosovo and a reminder to the international community of the country’s political and security reality.

Minister Glauk Konjufca conveyed the idea that Kosovo is a democratic state with legitimate institutions, a clear Euro-Atlantic orientation and a commitment to peace, stability and interethnic coexistence. He also emphasized that developments must be presented objectively and impartially, and that issues of security, sovereignty and responsibility for attacks against the country must not be overlooked.

Among the main messages was the demand for justice and accountability in connection with the terrorist attack in Banjska, as well as for the truth to be established regarding the attack on critical infrastructure at Ibër-Lepenc. Without justice and accountability, it is difficult to build lasting trust and achieve genuine normalization of relations between Kosovo and Serbia,” Jakupi said.

He also addressed the positions of the countries that are members of the Security Council.

“The discussions demonstrated that the member states do not share the same assessment of the situation in Kosovo or of UNMIK’s role. Some emphasized dialogue, the implementation of agreements and the protection of the rights of every community. Others expressed positions linked to their political differences over Kosovo’s status and regional developments. The discussion about UNMIK’s future showed that the mission’s role and mandate could be reconsidered in light of the current reality in Kosovo,” he said.

Jakupi added that Kosovo should use this forum to make its arguments more powerful.

“Kosovo should use this platform to present its arguments more clearly, deepen cooperation with strategic partners and demonstrate the institutions’ commitment to the rule of law, human rights and Euro-Atlantic integration.

Our message should be clear: Kosovo supports peace and dialogue, but lasting peace cannot exist without respect for sovereignty, justice, accountability and equal treatment of the parties. The state’s priority is to strengthen Kosovo’s international subjectivity and move forward toward full membership in the European Union and international organizations.

The October 20 meeting of the UN Security Council once again showed that member states have deep differences over Kosovo. Russia and China continued to support Serbia’s position and the extension of UNMIK’s mandate. These positions are well known and reflect the diplomatic reality that Kosovo must face through argumentation, active diplomacy and stronger international relations,” Jakupi added.

He distinguished between closing the mission and formally changing Security Council Resolution 1244, describing the issues as connected but not identical.

“The positions of the United States, the United Kingdom and France on reviewing UNMIK’s role, particularly the American demand to end its mandate, carry political weight. They reflect the assessment that the reality in Kosovo has changed significantly since 1999 and that the mission should be reviewed in light of today’s circumstances.

Greece’s position is also of interest. Greece does not recognize Kosovo’s independence, but it supports the dialogue mediated by the European Union and a more effective UNMIK. This shows that, despite differences over status, there may be opportunities for closer cooperation on specific issues of European policy and regional stability.

The United States’ call for the end of UNMIK’s mandate is particularly important. However, the end of the mission must be distinguished from a formal amendment to Resolution 1244: the issues are interconnected but not identical. Such a development would require steps at the Security Council, where Russia and China, as permanent members, retain decisive influence,” he emphasized.

In conclusion, Jakupi said Kosovo should continue its diplomatic work and cooperate closely with its strategic allies to improve its international position.

“To move forward, Kosovo needs sustained diplomacy, partnerships with strategic allies and a commitment to strengthening the state’s international subjectivity. The support of friends cannot be taken for granted; it must be consolidated through democratic institutions, the rule of law and a commitment to peace and stability.

It is in our interest for Kosovo to be increasingly recognized as an irreversible political and institutional reality in the region. International debates that open opportunities to review the mechanisms established in 1999 must be addressed prudently, with the aim of protecting sovereignty, increasing the number of recognitions and achieving full Euro-Atlantic integration.

The United States’ position on closing UNMIK was confirmed at the October 20, 2026 meeting. The United Kingdom called for a strategic review of the mission, while France supported steps to make it more effective. Greece spoke in favor of continuing the mandate for as long as necessary, while at the same time indicating its readiness to support improvements in efficiency. Consequently, the positions of these states are not entirely identical,” Jakupi concluded in comments to “Bota sot.”
