Kërçeli calls for joint drafting of Specialist Chambers law and warns of risks from political interference

The review of the law on the Specialist Chambers should involve all political parties and conclude with an agreement before it is put to another vote in the Assembly. Vetëvendosje MP Ilir Kërçeli expressed this position during an appearance on Tëvë1.

He said the law’s return to the Assembly gives working groups an opportunity to examine its provisions and amend sections where gaps are identified. He recalled that LVV has pledged to vote for the law again.

Kërçeli proposed establishing a group of experts within the Assembly that would work with the participation of all political parties. He stressed that, from today onward, drafting and presenting the law to the Assembly should no longer be left solely to PDK, but should be the result of joint work and full agreement among the parties before the vote.

Turning to the law’s previous passage, the MP said LVV does not consider itself responsible for that vote. According to him, the party had repeatedly called at the time for avoiding haste and not passing a law that could later have adverse consequences or be sent back by the Constitutional Court.

He said it was PDK that had set conditions for the election of the president and further progress in forming the institutions. In those circumstances, Kërçeli said, LVV had been sincere when it stated that it did not want new elections.

Regarding the impact the provisions could have on the trials in The Hague, Kërçeli urged those involved in drafting the law to exercise caution. He stressed that its content should be examined carefully to avoid causing further adverse consequences for the KLA leaders on trial.

Referring to statements he had heard from various opponents, he said work on the law should aim to help the leaders in The Hague in the future as well, so that they do not face charges and imprisonment without commensurate facts and evidence.

In Kërçeli’s assessment, the Kurti government has provided sufficient assistance to the KLA leaders in The Hague, within its means. He linked this support to the existing procedures established when the law on the Specialist Court was passed.

In closing, the MP warned that involvement through further political interventions could, in his view, damage the judicial process even more.
