Indictment filed against R.K. and a legal entity for procurement abuse, fraud and document forgery

The Serious Crimes Department of the Basic Prosecution Office in Peja has announced that it has filed an indictment against the defendant R.K. and a legal entity. They are suspected of the criminal offense of “Abuse and fraud in public procurement,” while R.K. is also charged with “Document forgery.”

According to the indictment, R.K., as the owner and authorized representative of an economic operator, is suspected of submitting and using false and unauthorized documents during a public procurement procedure. The procedure was conducted by the General Hospital in Peja and concerned the supply of protocol books.

The prosecution announced that the submitted documentation is suspected of containing a CV, an employment contract and a university certificate issued in another person’s name. These documents were allegedly used without that person’s knowledge or consent, with the aim of influencing the contracting authority’s decision and securing the contract.

R.K. is also suspected of drafting a forged document, specifically an employment contract, so that it could be used as an original document in the public procurement procedure.

The legal entity is also suspected of submitting and using false and unauthorized documentation while participating in this procurement procedure, with the aim of influencing the contracting authority’s decision-making and winning the contract.

Based on these actions, the indictment alleges that there is a well-founded suspicion that R.K. committed the criminal offenses of “Abuse and fraud in public procurement” and “Document forgery.” Meanwhile, the legal entity is charged with the criminal offense of “Abuse and fraud in public procurement.”

Upon filing the indictment, the prosecutor handling the case asked the court to find the defendants guilty and impose the punishment prescribed by law for the criminal offenses with which they are charged.
