Hoxha: Albania has not been and will not be part of any destabilizing efforts in Montenegro

Minister for Europe and Foreign Affairs Ferit Hoxha has denied any involvement by Albania in possible destabilizing scenarios in Montenegro, following reports in the Montenegrin media that Serbia and Albania may be the countries Prime Minister Milojko Spajić had in mind when he spoke of hybrid activities.

According to Hoxha, the Montenegrin prime minister’s statement and the interpretations that followed in the media should be assessed carefully, as no official accusation has been made against Albania.

“Although no official accusation has been made against Albania, I want to emphasize strongly and clearly that Albania is neither part nor could it be part of any destabilizing scenario, either in Montenegro—a neighboring country, friend, partner and NATO ally, with which we share the same EU membership project—or anywhere else,” Minister Hoxha declared.

He stressed that Tirana is pursuing the opposite approach, contributing to the strengthening of regional cooperation, understanding, stability and development, alongside its commitment to broader European and Euro-Atlantic cooperation.

The minister warned that domestic political debates and media interpretations in a neighboring state should not be used to artificially create clashes between Albania and Montenegro.

“We are in constant contact at all levels, and I have done the same in this case, in the communications I have had with Deputy Prime Minister and Foreign Minister Ibrahimović, as well as with Deputy Prime Minister Nik Gjeloshaj,” he said.

Hoxha said that Albanian political actors may also contact the Ministry for Europe and Foreign Affairs for any necessary information, with the aim of avoiding unnecessary discussions.

“Foreign policy always requires calm, prudence and responsibility,” Hoxha concluded.

Reports by the Montenegrin media outlet “Vijesti,” based on its sources, refer to officials from at least two countries in the region.

Meanwhile, Prime Minister Spajić has stated that Montenegrin authorities have serious operational security information indicating that the expected closing of new chapters in negotiations with the European Union could be followed by coordinated hybrid activities.
