Hoti: The process of constituting the Assembly is completely outside the constitutional framework

The Democratic League of Kosovo (LDK) MP Avdullah Hoti has described the way the process of constituting the Kosovo Assembly is being conducted as incompatible with any form of political conduct.

He said that the LDK would attend an Assembly session if one were convened, while stressing that decisions on the next steps would be discussed after the Assembly is constituted.

“This is outside any form of political conduct. If a session is convened, we will attend; that is clear. We are not simply dealing with a violation of the Constitution, but every action being taken is completely outside the constitutional framework,” Hoti declared.

Speaking about the possibility of the LDK referring the matter to the Constitutional Court, Hoti said that the issue had already been discussed, but the group had not yet adopted a final position. According to him, the decision would be made after the Assembly is constituted.

“We will discuss it. We have addressed this issue, but we have not yet taken a position. Once the Assembly is constituted, we must decide how to proceed,” he said.

Hoti also stressed that the LDK has the right to nominate its representative to the Assembly Presidency, explaining that the powers of the speaker differ from those of the deputy speaker.

“The speaker of the Assembly represents the Kosovo Assembly, while the deputy speaker represents the parliamentary group. For this reason, it is entirely within our discretion to nominate the person who represents us in the Assembly Presidency,” he said.
