Hoti accuses the government of legal violations: The draft budget for 2027 was not submitted on time

LDK MP Avdullah Hoti has said that the government exceeded the legal deadline for approving and submitting the draft budget for 2027 to the Assembly. He referred to the Law on Public Financial Management, which sets October 31 as the final date for submitting the draft budget to the Assembly.

According to Hoti, on November 1 the draft budget had still not been approved by the government, constituting a violation of the deadline set by law. He also raised questions about how the Assembly will review through parliamentary procedures a document submitted after the legal deadline has expired.

Hoti criticized VV’s governance, saying that violations of laws and the Constitution have become standard practice in recent years.

He recalled that even during election periods, when the government was serving in a caretaker capacity, the draft budget had been approved and submitted to the Assembly within the deadlines and in accordance with legal requirements.

The LDK MP also noted that dozens of laws have been declared unconstitutional by the Constitutional Court. According to him, the government and the presidency have continuously violated the Constitution through the dismissal or non-appointment of senior state officials.

Hoti said that the current legislature of the Kosovo Assembly was also formed beyond the constitutional deadline. He accused the prime minister of failing to respond to judicial bodies, while adding that the prime minister and ministers had violated a Supreme Court judgment by simultaneously holding the position of government member and that of MP.

In his response, Hoti stressed that Article 22 of the Law on Public Financial Management requires the government to submit the draft budget for the next fiscal year to the Assembly no later than October 31.
