Highway Code Introduces Tougher Measures: Permanent License Revocation, Higher Fines and Restrictions for New Drivers

New amendments to the Highway Code, approved by Parliament in June, came into force on August 5. The new provisions introduce tougher measures for offenders, with a particular focus on motorists who drive under the influence of alcohol.

A driver caught for a second time with a blood alcohol concentration above 0.5 grams per liter (g/l), after previously being penalized for the same offense, will permanently lose their driver’s license.

Stricter penalties will also apply to people who organize or take part in street races. The same category includes dangerous maneuvers, repeatedly changing lanes without signaling and aggressive behavior that endangers other road users. Fines for these offenses will range from 20,000 to 60,000 lek.

The new rules also expand the ban on using a handheld mobile phone while traveling. This restriction applies not only to motorists, but also to people riding bicycles or mopeds with engine capacities of up to 50 cc.

Specific provisions have also been established for new drivers. People who obtained a Category B driver’s license within the past two years will be subject to zero tolerance for alcohol. Their maximum speed limit is set at 90 km/h on motorways and main interurban roads, while outside built-up areas they must not exceed 80 km/h.
