Përparim Gruda, a PDK lawmaker and initiator of the bill, said in Parliament that the establishment of the Specialized Chambers was primarily linked to allegations of organ trafficking.

He said that the judicial proceedings held in The Hague had, in his view, demonstrated that organ trafficking had not occurred.
Gruda emphasized that the new proposal does not deny the Special Court the right to continue its work, but provides for limiting some of its powers, including in the area of war crimes.
According to him, the mandate initially established for the Specialized Chambers did not provide for the examination of cases unrelated to the allegations on the basis of which the court was established.
