Government ratifies IPA agreements, securing over €270 million for Kosovo

The Government of Kosovo has given the green light to draft laws related to the ratification of financial agreements with the European Union for the IPA 2021, IPA 2022 and IPA 2026-2027 Multiannual IPA Programme.

Among the decisions adopted was the Draft Law on the Ratification of Amendment No. 1 to the Financial Agreement between Kosovo and the EU for the IPA 2021 Programme.

Prime Minister Albin Kurti said that the amendment extends the implementation period and enables institutions to continue procedures for contracting and using €22.2 million.

According to him, the amendment creates the necessary conditions for EU-funded projects to be implemented and for the funds to be used for their intended purposes, bringing tangible benefits to citizens.

At the same meeting, the Draft Law on the Ratification of Amendment No. 1 to the Financial Agreement between Kosovo and the European Union for the IPA 2022 Programme was also approved.

Kurti announced that the amendment opens the possibility of contracting and using €55.7 million in financial support from the European Union.

He stressed that the extended deadlines would give institutions the time needed to complete the procedures and continue the planned projects, with the aim of fully using the funds and transforming them into investments serving the country and its citizens.

The Government also approved the Draft Law on the Ratification of the Financial Agreement between Kosovo and the European Union for the IPA 2026-2027 Multiannual Programme.

The total value of the projects envisaged under this programme is €193 million and €856 thousand.

The financial package includes approximately €180.5 million in contributions from the European Union, €9 million in co-financing from the government, €1.8 million from the Kosovo Energy Efficiency Fund and €2.5 million from other development partners.

According to Prime Minister Kurti, ratification of the agreement paves the way for the programme’s implementation to begin. The responsible institutions must engage in preparing and implementing the projects so that the funding is used in full and in line with the established priorities.
