Government approves draft laws, programs and decisions at electronic meeting

The Government of the Republic of Kosovo held its fifth electronic meeting, at which it made a series of decisions and approved several programs and draft laws.

Among the approved acts was the Government’s Legislative Program for 2026–2028, along with the Draft Law on the Agricultural Census.

The Draft Law on the Agricultural Census sets out how the process will be organized and carried out throughout the territory of the Republic of Kosovo. It identifies the responsible authority, participating bodies and structures, as well as the procedures and methodology for collecting, processing, storing, protecting and publishing statistical data.

A decision was also made to establish a Central Commission for assessing damage to material assets caused by natural disasters and other disasters. The commission will operate within the Emergency Management Agency.

Another approved decision concerns the establishment of a commission to select three candidates for external members of the Independent Board for Temporary Measures on Basic Products in Special Cases of Market Destabilization.

The Government also gave the green light to the Concept Document on Accreditation.

According to the announcement, the document aims to help develop quality infrastructure, including standardization, metrology, accreditation and conformity assessment. This infrastructure is considered an important element in the functioning of the domestic market, increasing confidence in products and facilitating access to international markets.

According to the Government, the document also aligns with the obligations of the European integration process, particularly the alignment with the European Union acquis in the field of accreditation, under the chapter on the free movement of goods.

The meeting also approved the reallocation of funds within the Ministry of Infrastructure and Transport, under the “Co-financing Projects with Municipal Assemblies” subprogram. The funds are part of the “Capital Investments” expenditure category.

The reallocation will transfer funds from the “Co-financing Program with Municipal Assemblies” capital project to a new capital project, in accordance with the memorandum of understanding on capital projects signed by the Minister of Infrastructure and Transport and the mayor of the relevant municipality.

The meeting also approved the 2026–2027 Program for the Protection of Vulnerable Electricity Consumers in Kosovo and the 2026 Annual Program for State Commodity Reserves.

The Government also approved the Draft Law on Energy Efficiency, which aims to establish the necessary legal basis for promoting and improving energy efficiency in the Republic of Kosovo.

According to the announcement, the draft law sets out national policy objectives, measures and targets for energy efficiency. Its implementation is expected to contribute to energy savings, energy security, environmental protection and the fight against energy poverty.

Finally, the Government approved a request by the Independent Commission for Mines and Minerals, dated October 1, 2026, to confirm the general public interest in the relevant activities being carried out by the public enterprise “Trepça” Sh.A.
