Government Approves Decisions and Draft Laws on the Environment, Reconstruction, Taxes and Confiscated Properties

At its meeting held this Wednesday, the Council of Ministers approved a package of decisions and draft laws covering environmental protection, reconstruction, public safety, the administration of confiscated properties and tax agreements with other countries.

The government meeting was held on 02.09.2026.

Among the approved decisions are provisions defining activities considered hazardous to the environment, the criteria for assessing potential threats, and the determination of environmental damage.

Changes and additions were also approved to Decision No. 716, dated 26.11.2025, on designating certain areas in the Municipality of Shijak as priority areas for the development of the mountain economy.

The government also decided to amend Decision No. 181, dated 30.3.2022, on the use of reconstruction funds to finance the strengthening of individual housing units and housing units in apartment buildings in the municipalities of Tirana, Durrës, Shijak, Lezhë and Krujë, as amended.

Another decision establishes the criteria for awarding the Public Order Service Medal.

At the same meeting, several draft laws related to agreements for the avoidance of double taxation were also approved.

One of them provides for the ratification of the agreement between the Council of Ministers of the Republic of Albania and the government of the Republic of Lithuania on the elimination of double taxation with regard to taxes on income and capital, as well as the prevention and avoidance of tax evasion, together with the relevant protocol.

The other draft law concerns the ratification of the protocol amending the agreement of 6 April 2010 between the Republic of Albania and the Federal Republic of Germany on the avoidance of double taxation and fiscal evasion with regard to taxes on income and capital. This agreement was ratified by Law No. 10 287, dated 10.6.2010.

Changes and additions were also proposed to Law No. 66/2023, “On the administration of confiscated properties built without permits, for the purpose of using them in the public interest or for social housing, as well as mitigating the social consequences caused.”
