GLPS Appeals for Immediate Formation of Assembly Within Constitutional Deadlines

The Group for Legal and Political Studies has called on political forces in parliament to act without delay to establish the Assembly of Kosovo, respecting the deadline set by the Constitution.

A special appeal was directed at the Vetëvendosje Movement, as the party that came first in the elections and holds the responsibility for proposing the head of the Assembly, to play an active role in finalizing this phase.

According to GLPS’s assessment, failure to form the Assembly within the constitutionally permitted time would mark an institutional crisis and a violation of obligations arising from the country’s fundamental law.

The organization also sharply criticized the explanation given by LVV for suspending the last parliamentary session, where it was claimed more time was needed for consultations regarding the election of the president.

“Citizens have been paying the cost for nearly two years of a politics dominated by partisan calculations rather than institutional responsibility,” the press release emphasized.

GLPS argued that the issue of the head of state cannot serve as a justification for delaying the establishment of the Assembly, as these two steps have entirely separate constitutional timelines and procedures.

The organization underscored that the establishment of the Assembly is a prerequisite for forming the Government and for electing the president, recalling that the procedure for the head of state begins within the deadlines set after the Assembly has been formed.

In closing, GLPS called for the successive delays to stop and for institutions to fulfill their constitutional obligations in honor of the popular will expressed at the ballot box.

“Today there is no more room for justifications, broad political interpretations, or further postponements. There is only one clear obligation: the constitution of the Assembly within the constitutional deadline. Any failure to fulfill this obligation would be a violation of the constitution and an irresponsible political and institutional act,” concluded the GLPS statement.
