France Tightens Drug Controls in Government, Positive Tests Lead to First Dismissals

French authorities have begun implementing strict controls on drug use within the state administration. Prime Minister Sébastien Lecornu has justified the measure as necessary to ensure security.

Several weeks ago, Lecornu announced that ministries would be subject to surprise drug tests without prior notice. The decision sparked widespread debate, and the first dismissals have now been reported.

The dpa news agency reported that several ministry employees were forced to leave their posts after testing positive. The prime minister confirmed this during an interview with Paris Match magazine. “Many people say I did this to set an example in France. That is true. But above all, I did it for security reasons,” Lecornu said.

According to him, many of those tested have access to extremely sensitive information. Drug use is therefore viewed as a threat to security and the functioning of the state.

In mid-June, the prime minister sent ministries a circular ordering mandatory, unannounced saliva tests to detect drug use. French media reported that he called for ministry personnel, senior state officials and staff subject to security clearance to be tested.

The document stipulated that, when a test came back positive, the relevant institutions should assess the potential consequences, including whether to take disciplinary action against employees.

Another reason for introducing these checks within government bodies, alongside the protection of sensitive information at the highest levels of the administration, is to preserve the state’s credibility in tackling drug-related crime.

In his interview with Paris Match, Sébastien Lecornu described drug trafficking as “the greatest domestic policy challenge our country is currently facing and will continue to face in the years ahead.” He also said that France has nearly one million drug users.

“This affects all sections of society,” Lecornu said, adding that the political sphere has not remained untouched by the phenomenon either.

The French prime minister argued that the state’s efforts against drugs can be considered credible only if those leading them do not themselves provide grounds for suspicion. He stressed that double standards cannot be applied when confronting this problem.

“We cannot condemn the murders of 16-year-olds in city suburbs while at the same time tolerating drug use in wealthy neighborhoods.”

Through this approach, the French government aims to send the message that anti-drug measures must be applied equally to everyone, regardless of political position or social status.

Lecornu has made it clear that checks within the government and ministries are not a temporary or merely symbolic measure. “The tests will be conducted randomly and will continue. I have no doubt that my successors may go even further,” he said.

Unannounced testing will therefore continue to form part of security measures within France’s state administration. The aim is to prevent drug use by officials and employees who hold significant responsibilities.

Testing teams also arrived unexpectedly at the Hôtel de Matignon, which houses the headquarters of the French government. Television channel TF1 reported that the results were reassuring for the executive: the prime minister and his staff tested negative, meaning they had not used drugs.

The initiative is part of the French government’s broader efforts to strengthen the fight against drugs and ensure that public officials comply with the same standards the state requires of its citizens. /dw
