Former director of NPK “Bregallnica” in Delčevo faces criminal charges for abuse of office

On 13.07.2026, the External Office for Criminal Affairs in Delčevo filed a criminal complaint against S.S. (61), former head of the Public Utility Enterprise “Bregallnica”. He is accused of the criminal offense “abuse of office and official authority”, under Article 353, paragraph 1, in conjunction with Article 45, paragraph 1 of the Criminal Code.

According to the Ministry of Interior, S.S. is suspected of having granted 92 decisions for basic salary increases to 112 employees of the PUE during 2023–2025, based on demonstrated work performance. However, the procedure was irregular, as the proposals from the direct superior and his consent were missing, thereby violating Article 51, paragraph 1 of the Collective Agreement for Municipal Activities and Article 81, paragraph 2 of the Collective Agreement on the regulation of rights and obligations from the employment relationship.

His actions, contrary to the law, caused the enterprise material damage in the amount of 267,873 denars. The Ministry of Interior emphasizes that the suspect, in his capacity as an official person, exceeded his authorizations and abused his position.
