Crackdown on corruption in the Ministry of Internal Affairs, Prosecution reveals details of alleged residence permit scheme

The Basic Prosecution in Pristina has confirmed the arrest of three individuals, who will be detained for 48 hours. They face charges of “Abuse of official position” and “Document forgery”.

The operation was conducted by the Economic Crimes and Corruption Unit within the Serious Crimes Department, in partnership with the Kosovo Police and the Kosovo Intelligence Agency. This action came after a months-long investigative period during which special investigative measures were applied.

Among the arrested, two hold positions in the Ministry of Internal Affairs. Specifically, one works in the Division for Foreigners and the other is employed in the Civil Registration Agency.

According to the official announcement, preliminary investigations show that the suspects F.Sh. and G.J., in their role as public officials, are accused of the criminal offense “Abuse of official position or authority.” Meanwhile, the third suspect, identified as D.K., is charged with “Document forgery.”

The prosecution clarifies that suspicions indicate F.Sh. and G.J. are believed to have cooperated to equip foreign nationals with residence permits. Through this mechanism, they are thought to have provided the necessary documentation to these individuals, deriving illegal financial benefits.

Regarding the suspect D.K., investigations suggest that he produced forged documents. The purpose of this action was to enable other individuals to apply for and obtain residence permits illegally in the territory of Kosovo.

The State Prosecutor is expected to assess within legal deadlines the possibility of requesting security measures against the defendants, in accordance with the Criminal Procedure Code. The institution emphasized its ongoing commitment, in coordination with the Police and other bodies, to fight corruption and economic crime, as well as to strengthen the rule of law and protect the public interest.
