Council of Ministers Decision: 885,500 Square Metres in Vlora Declared a Free Construction Zone for a Fee of 1 Euro

The government has announced the establishment of a free economic development zone in Vlora. Named “VLORË TEDA/RAMS FREE ZONE,” the zone will cover an area of 885,557.6 m², according to a designated map that forms part of the decision.

The zone will operate for 35 years, with the right to renew the term up to 99 years.

The Ministry of Economy will make state-owned immovable properties in cadastral zones 8604 and 2765, Vlora Municipality, available for the development of the project for a fee of 1 (one) euro per contract.

“RAMS ALBANIA” LLC has been designated as the developer of the technology and economic development zone through a non-competitive procedure as the beneficiary entity, with the status “Investment/investor, special procedure,” pursuant to Decision No. 1, dated 11.2.2026, of the Strategic Investments Committee, as amended.

DECISION ON THE DESIGNATION OF THE “VLORË TEDA/RAMS FREE ZONE” AS A TECHNOLOGY AND ECONOMIC DEVELOPMENT ZONE AND OF THE ZONE’S DEVELOPER, LOCATED IN VLORA

Pursuant to Article 100 of the Constitution, Article 4 of Law No. 9789, dated 19.7.2007, “On the Establishment and Operation of Technology and Economic Development Zones,” as amended, and Article 14/2 of Council of Ministers Decision No. 646, dated 22.7.2015, “On Establishing the Procedures and Criteria for Selecting the Developer of a Technology and Economic Development Zone,” as amended, at the proposal of the Minister of Economy and Innovation, the Council of Ministers

HAS DECIDED:

1. To designate as the “VLORË TEDA/RAMS FREE ZONE” Technology and Economic Development Zone the territory covering an area of 885,557.6 (eight hundred eighty-five thousand five hundred fifty-seven point six) m², forming part of cadastral zones 8604 and 2765 in Vlora Municipality and comprising properties with the respective surface areas specified in the list and map attached to this decision.

2. The extent, boundaries, and entry and exit points of the “VLORË TEDA/RAMS FREE ZONE” Technology and Economic Development Zone are defined in the map attached to this decision.

3. The activities to be carried out in the “VLORË TEDA/RAMS FREE ZONE” Technology and Economic Development Zone are as follows:

a) an industrial, logistics, and innovation ecosystem;

b) industrial technology;

c) automation and artificial intelligence;

ç) light mechanical processing of metals, combining clean metallurgy with activities limited to light mechanical processing and non-polluting surface treatments, as well as renewable energy.

4. The zone will operate for 35 (thirty-five) years, with the right to renew the term up to 99 (ninety-nine) years.

5. The ministry responsible for the economy shall make available state-owned immovable properties in cadastral zones 8604 and 2765, Vlora Municipality, with a total area of 885,557.6 (eight hundred eighty-five thousand five hundred fifty-seven point six) m², which form part of the Immovable Property Fund for the Support of Strategic Investments (FPPMIS), for the development of the project, for a fee of 1 (one) euro per contract.

6. “RAMS ALBANIA” LLC is designated as the developer of the technology and economic development zone through a non-competitive procedure as the beneficiary entity, with the status “Investment/investor, special procedure,” pursuant to Decision No. 1, dated 11.2.2026, of the Strategic Investments Committee, as amended.

7. Council of Ministers Decision No. 774, dated 4.6.2008, “On the Designation of an ‘Economic Zone’ in Vlora”; Decision No. 818, dated 11.6.2008, “On the Designation of the Contracting Authority for Granting the Status of Developer of the Economic Zone in Vlora and the Approval of the Bonus Awarded to the Company in the Competitive Selection Procedure”; and Decision No. 1547, dated 26.11.2008, “On the Approval of the BOT Contract Concluded Between the Ministry of Economy, Trade and Energy and ‘Idea Vlora’ JSC for the Design, Financing, Construction, Operation, Maintenance and Transfer of the Industrial Park in Vlora,” are repealed.

8. The Ministry of Economy and Innovation, the State Cadastre Agency, and the Albanian Investment Development Agency are charged with implementing this decision.

This decision enters into force following its publication in the “Official Gazette.”
