The Democratic Party has raised accusations over the way the government has proceeded with the “Vlorë TEDA/RAMS Free Zone” project, declaring that around 88.5 hectares of state land have been made available to a private company for a fee of 1 euro per contract and without a competitive process for selecting the developer.

The DP Secretary for Property Issues and the Fight Against Corruption, Endira Bushati, called for explanations and transparency regarding the administration of this public property.
According to her, on February 11, 2026, the Strategic Investment Committee granted the company “RAMS Albania” sh.p.k. the status of “Strategic Investment/Investor” for a project with a declared value of $100 million and a total area of about 158.2 hectares.
The DP stresses that the SIC decision had specified the need to update cadastral maps, determine the exact boundaries and property status, and complete the land consolidation process before transferring state property to the Real Estate Fund for Supporting Strategic Investments.
Statement by the DP Secretary for Property Issues and the Fight Against Corruption, Endira Bushati:
The Democratic Party considers the procedure followed by the government for the “Vlorë TEDA/RAMS Free Zone” project illegal and non-transparent. According to the DP, about 88.5 hectares of state property have been made available to a private entity for a fee of 1 euro per contract, while the developer was designated through a non-competitive procedure.
On February 11, 2026, the Strategic Investment Committee granted “RAMS Albania” sh.p.k. the status of “Strategic Investment/Investor” for a project that, according to the declaration, is worth $100 million and spans about 158.2 hectares.
The SIC decision made it clear that cadastral maps, boundaries, and property status needed to be updated and clarified. It also stipulated the completion of land consolidation before transferring state property to the Real Estate Fund for Supporting Strategic Investments.
However, just four months after this decision, on June 30, the government transferred 885,557.6 m² of state property in Vlorë to the relevant fund, an area equivalent to about 88.5 hectares, for the implementation of the project.
On July 30, the territory was declared a “Technology and Economic Development Zone, Vlorë TEDA/RAMS Free Zone.” At the same time, it was decided that the state property would be offered at a fee of 1 euro per contract, and “RAMS Albania” was designated as the developer through a non-competitive procedure.
The Democratic Party demands answers to these issues:
1 – Were the cadastral verifications and consolidation completed before the property transfer?
2 – Why were 88.5 hectares of state property given without a competitive procedure?
3 – What was the economic assessment on which the 1 euro per contract fee was based?
4 – What is the concrete benefit to the Albanian state?
5 – Have all the conditions set by the Strategic Investment Committee itself been met?
According to the DP, the concern is heightened by Prime Minister Edi Rama’s statement on June 9, when he said that the law on strategic investments had fulfilled its mission and that the government was cooperating with the European Union to draft a new legal framework.
The Democratic Party announces that it will refer the matter to SPAK for a full investigation of the entire procedure, starting from the granting of strategic status, the transfer of state property, and the non-competitive selection of the developer, to the conditions under which the public property was made available.
The DP maintains that public property cannot be treated as government property and distributed without competition, transparency, and accountability.
According to the statement, the matter must be investigated thoroughly. The Democratic Party states that, if it comes to power, it will review all questionable contracts and those that harm the public interest, placing transparency, respect for the law, and the interest of communities at the center.
The DP links these actions to the protest that, according to it, has kept thousands of Albanians in the square for over two months, united by sacrifice and civic responsibility.
