Analyst proposes broad agreement on president and Specialist Chambers

Prime Minister Albin Kurti has called for meetings and talks among political parties to elect a president. He said the parties should discuss the issue, reach an agreement and find a common path forward.

Kurti said LVV remains committed to the political agreement reached earlier and has not put forward a new presidential candidate.

An analyst says the presidential issue should be resolved through a broader agreement that also includes possible legal changes concerning the Specialist Chambers. Alongside the PDK’s proposed changes to the law, he said, the parties should agree on a consensus candidate.

He said it would not be enough for the Democratic Party merely to seek a parliamentary debate on its legislative proposal. According to the analyst, discussion of those changes should take place alongside efforts to find a presidential candidate acceptable to the parties, as part of a “grand agreement.”

The analyst stressed that Kosovo needs stable institutions, particularly ahead of the Specialist Chambers’ decision on December 6. He said the decision calls for careful, measured action by the state because the matter concerns more than the individuals involved and their lawyers. He also cited what he described as a tendency to criminalize the KLA’s war.

Referring to an interview with Kurti, the analyst said he had seen a willingness to negotiate another consensus candidate whom the parties could jointly propose and accept. He believes an agreement should be reached with the PDK because, in his view, the LDK is not united in its vote for president in the Assembly of the Republic of Kosovo and therefore cannot move the process forward.
