Albin Kurti suspends director Hysen Muzliukaj after indictment for abuse of office

The director general of the Kosovo Institute for Public Administration, Hysen Muzliukaj, has been suspended from his post by decision of Prime Minister Albin Kurti.

The decision, published in the Official Gazette, was made after Muzliukaj was indicted for committing a criminal offense while performing his official duties.

Muzliukaj will remain suspended until the criminal proceedings are concluded. During this period, he will receive 50 percent of his full salary.

He was appointed head of the Kosovo Institute for Public Administration on August 1, 2025.

Muzliukaj, who previously served as a political adviser to former Agriculture Minister Faton Peci and as a municipal director in Mitrovica during Agim Bahtiri’s term, was arrested in July 2023 by the Special Prosecution, along with former Mitrovica Deputy Mayor Faruk Mujka.

The prosecution said at the time that an order had been issued to search his home. However, he was released the day after his arrest and allowed to defend himself while at liberty.

According to the indictment, while serving as director of Geodesy, Cadastre and Property in the Municipality of Mitrovica, Muzliukaj is suspected of abusing his official position in connection with the exchange of property belonging to the former Bankos for private property.
