										<content:encoded><![CDATA[<p>Although the results of the June 7 elections have not yet been certified, an increasingly uncertain political climate is being felt in the country.</p>
<p>Without concrete statements from political parties and without clear signals about the creation of a governing coalition, questions have grown over the next institutional steps.</p>
<p>The certification of the result is expected to determine the final composition of the Assembly, but so far the main parties have not made clear their positions on the possibility of securing a parliamentary majority.</p>
<p>This situation has fueled speculation about possible political negotiations, although so far there has been no official confirmation.</p>
<p><b>Jakupi:</b> <b>No party has the numbers to govern alone, therefore compromise should not be seen as weakness, but as political responsibility</b></p>
<p>Political analyst Zejnullah Jakupi spoke to “Bota sot” about this development, assessing that Kosovo is still in a waiting period and that it is too early to draw conclusions about the formation of the government.</p>
<p>According to him, the possibility of new elections exists, but it currently does not represent the most likely scenario, since all constitutional procedures must first be exhausted.</p>
<p>Jakupi stresses that political compromise remains achievable and that the main test is securing a stable majority capable of guaranteeing stability and institutional functioning.</p>
<p><em>“We are now in a waiting phase, where the institutional process has not yet entered the decisive stage. Until the results are certified and the procedure for constituting the Assembly officially begins, it is understandable that the parties have not made all their negotiating positions public. However, the lack of concrete statements about a governing majority has increased the perception of political uncertainty.</em></p>
<p><em>The risk of new elections exists, but at this moment I would not say it is the most likely scenario. Legislation and constitutional procedures provide for several stages that must be passed before the country goes into a new electoral process. First, all possibilities for constituting the Assembly and forming the Government must be tested.</em></p>
<p><em>On the other hand, political experience in Kosovo has shown that the most important agreements are often reached only when constitutional deadlines approach and pressure grows to create institutions. Therefore, I believe there is still room for political compromise, if the parties place institutional stability and the public interest above party calculations.</em></p>
<p><em>In the end, the main challenge is not only forming a government, but creating a majority that can guarantee stability and functionality. A government built on a fragile majority would have difficulty coping with the reform agenda and the challenges awaiting the country,”</em> he says.</p>
<p>He also warns that a new electoral process would bring high costs, both financial and institutional, underlining that the country cannot remain endlessly in a cycle of elections.</p>
<p><em>“I think that going to elections for the fourth time within about a year and a half risks turning the electoral process into a kind of ‘political sport,’ with high financial and institutional costs. There is talk of around 10 million euros in expenses for a new electoral process, while the country continues to function with caretaker institutions and citizens remain waiting for solutions to real problems.</em></p>
<p><em>In this situation, MPs continue to receive their salaries, the caretaker Government continues to exercise the powers allowed by law, while the opposition, in a way, seems to have entered a waiting state, without managing to impose an alternative or a solution that would pull the country out of the deadlock,”</em> he added.</p>
<p>Jakupi further stresses that political parties must accept the verdict of the citizens and show responsibility through compromise.</p>
<p>According to him, a coalition built on clear programmatic agreements would bring institutional stability, while citizens expect concrete solutions and not endless political calculations.</p>
<p><em>“I think political parties must accept the reality produced by the citizens’ verdict. No party has the numbers to govern alone, therefore compromise should not be seen as weakness, but as political responsibility.</em></p>
<p><em>If one of the major Albanian parties, such as the LDK or the PDK, were to decide to enter a governing coalition or make the creation of institutions possible, I do not believe this would necessarily weaken that party. On the contrary, if such cooperation were built on a clear programmatic agreement, with a division of responsibilities and concrete objectives, it could demonstrate political maturity, contribute to institutional stability and, in the longer term, also strengthen the credibility of that political force.</em></p>
<p><em>In parliamentary democracies, coalitions are not the exception, but are often the way to respect the will of the electorate when no party has the necessary majority. Therefore, I believe that today citizens expect more responsibility and solutions than endless political calculations,”</em> he concluded.</p>
<p><b>Nimani:</b> <b>Kosovo needs functional institutions and a culture of political compromise that places the state’s interest above party interests</b></p>
<p>Analyst Artan Nimani also spoke to “Bota sot” on the same issue, stressing that the lack of concrete action to create a parliamentary majority is deepening political uncertainty. According to him, although the LDK has expressed readiness for dialogue, so far there has been no concrete reaction from Albin Kurti on the formation of institutions.</p>
<p><em>“Nearly a month has passed since the elections and we still have not seen any concrete move from the winning party to build a parliamentary majority. This is worrying and risks pushing the country into a political deadlock, with consequences for the normal functioning of institutions and important state processes.</em></p>
<p><em>On the other hand, Lutfi Haziri has publicly expressed the readiness of the Democratic League of Kosovo to discuss a political solution. However, so far we have not seen any concrete reaction from Albin Kurti. In fact, in some public appearances he has even avoided journalists’ questions regarding the possibility of creating new institutions,”</em> he said.</p>
<p>In the end, Nimani says he would prefer a compromise between LVV and one of the major opposition parties to guarantee institutional stability. However, he assesses that in the current circumstances new elections appear more likely than reaching a political agreement.</p>
<p><em>“I would like the Vetëvendosje Movement to show political flexibility and reach a compromise with one of the two largest opposition parties, either with the Democratic Party of Kosovo or with the Democratic League of Kosovo. Such an agreement would create institutional stability and would make possible not only the formation of the government, but also securing the necessary support for decisions that require broader consensus, especially for the election of the president, where two-thirds of the votes in the Assembly are required — precisely one of the reasons why the country went to snap elections.</em></p>
<p><em>However, based on developments so far, this does not seem to be on the horizon. For this reason, today I see more chances of new elections than of a political solution. I hope this changes in the coming days, because Kosovo needs functional institutions and a culture of political compromise that places the state’s interest above party interests,”</em> he concluded for “Bota sot”.</p>

										<content:encoded><![CDATA[<p>The Central Election Commission has only a few days left before it certifies the final results of the June 7 elections.</p>
<p>Meanwhile, the leader of the winning party, Albin Kurti, has still not begun discussions with political parties on a governing coalition or the issue of the president because, according to him, the certification must first be awaited.</p>
<p>At the same time, the international community is calling for the preservation of institutional stability.</p>
<p>Political analyst Faton Mehmeti commented on these calls from international actors in a statement to “Bota sot.”</p>
<p>According to him, international appeals for stability are important, but in certain cases their influence has been limited because political parties have shown no willingness to reach an agreement.</p>
<p>“Yes, the international community has always called for stability. Through institutions, they have even made appeals in this direction, but I do not believe these calls have had any major impact in this case. What is attributed to Kurti, so to speak, is connected to the behind-the-scenes bargaining among political parties in light of international calls for stability,” he said.</p>
<p>Mehmeti further assesses that the course of the negotiations will be determined by the LDK, which he sees as divided between cooperation with Vetëvendosje and the option of new elections.</p>
<p>He also adds that the LDK could be the very party that makes an agreement with LVV possible.</p>
<p>“Everything will depend on how negotiations with the opposition parties develop, in this case with the LDK. I believe the LDK has a key role in the success or failure of this process. Looking at the current situation within the LDK, it can be said that the party’s official wing, led by Lumir Abdixhiku, is more inclined toward a coalition with Vetëvendosje, both to preserve the party’s internal stability and to avoid the perception that the LDK is obstructing the formation of institutions, given that it is a party that suffered losses in the elections.</p>
<p>Meanwhile, another faction, close to Përparim Rama, does not seem interested in entering a coalition, but rather in going to elections and building an opposition bloc,” the analyst explained.</p>
<p>In the end, he assesses that the chances of an agreement on the president remain small, despite international calls for stability.</p>
<p>According to him, the scenario of snap elections once again cannot be ruled out.</p>
<p>“Therefore, it remains to be seen how the negotiations will proceed. However, I do not see many chances of reaching an agreement or consensus on the issue of the president. I do not want to prejudge matters, but considering the current circumstances, I believe the chances of an agreement are smaller.</p>
<p>The international community has its role in seeking stability, but it is very difficult when the mechanisms and relationships that exist between the ruling parties and the opposition parties are known. These positions do not change easily, and often the sides are inclined to attribute responsibility to the ruling party,” Mehmeti concluded for “Bota sot.”</p>

										<content:encoded><![CDATA[<p>The certification of the final results of the June 7 parliamentary elections is expected to take place on July 6, paving the way for the start of the process of creating new institutions in Kosovo.</p>
<p>Acting Prime Minister and at the same time leader of the Vetëvendosje Movement, Albin Kurti, has announced that the party he leads will not hold talks with political parties on a governing coalition or other political issues until the certification of the results is first completed.</p>
<p><em>“First we must wait for the certification of the election results and the handling of complaints, and then, without losing time, we will have the necessary communications and discussions,”</em> Kurti said.</p>
<p>At the same time, opposition parties have laid out their positions on the possibility of a political agreement, especially regarding the election of the country’s president.</p>
<p>Deputy leader of the Democratic League of Kosovo, Lutfi Haziri, told Radio Free Europe that the 18 votes of LDK deputies can be unified only if the post of president is given to this party.</p>
<p>According to Haziri, the name that would be nominated must come from the LDK.</p>
<p><em>“If that name is Lumiri (Abdixhiku) or my name, then we can unify. Lumiri is first according to official duty, because he is the chairman. After Lumiri, I have the greatest consensus within the LDK,”</em> Haziri said.</p>
<p>He also underlined that for the moment there is only one official address for negotiations with the LDK.</p>
<p><em>“Only with Lumir Abdixhiku. He is the chairman. Until then there is only one address and there is no second address,”</em> Haziri said.</p>
<p>On the other hand, the Alliance for the Future of Kosovo has presented six conditions which, according to it, must be accepted by the Vetëvendosje Movement if it seeks this party’s support for the establishment of new institutions.</p>
<p>AAK leader Ardian Gjini said the party he represents does not aim to enter the government, but is ready to help unblock the political situation only if a written agreement is reached on the country’s main priorities.</p>
<p><em>“We will not do it just because one person is seeking to become prime minister or president. We will do it only if there is a clear, written commitment for what I mentioned,”</em> Gjini said.</p>
<p>According to AAK, these conditions include accepting the American gas project as a strategic project, launching procedures for the construction of a coal-fired power plant, raising the VAT threshold for businesses, removing property tax on cultivated agricultural land, financing suspended infrastructure projects, as well as creating an emergency fund of 800 million to 1 billion euros for investments in Pristina.</p>
<p>Gjini clarified that AAK has not set Ramush Haradinaj’s candidacy for president as a condition, although according to him he would be the best candidate for the post.</p>
<p><em>“If there is a need for a quorum, we will provide the quorum. We are asking for nothing. If Ramush Haradinaj were to run for president, this would not change our formula. It would be an honor, but we do not want to block the country,”</em> he said.</p>
<p>As the certification of the results approaches, it remains unclear whether the country will move toward a governing coalition or whether the Vetëvendosje Movement will try to form the government with the support of individual deputies.</p>
<p>On this issue, political analyst Nexhmedin Spahiu told “Bota sot” that a formal governing coalition is not necessary.</p>
<p><em>“There is no reason for a coalition. Albin Kurti has the necessary numbers to form the government. It would be foolish for the other parties to offer a governing coalition. Their ministers could be dismissed by Kurti as soon as the president is elected, or later they would end up joining Vetëvendosje,”</em> Spahiu told “Bota sot”.</p>
<p>It should be recalled that in the June 7 elections, first place went to the Vetëvendosje Movement in a pre-election coalition with Guxo and Alternativa, with 47.13% and 53 seats. The Democratic Party of Kosovo received 19.44% and 22 seats, the Democratic League of Kosovo 16.69% and 18 seats, while the Alliance won seven seats with 6.74%.</p>

										<content:encoded><![CDATA[<p>LDK Deputy Chairman Lutfi Haziri also spoke about reports mentioning the possibility of a coalition with the Vetëvendosje Movement after the February 14 elections.</p>
<p>According to him, so far there has been no invitation in this direction, neither from the other side nor from LDK.</p>
<p>“Allow me to confirm once again: we have neither received an invitation nor offered one to anyone. The inclusive principles according to the latest election result recognize the right of the first party and recognize our rights as a political party with the weight given to us by the citizens of the Republic. There have been no meetings so far as we speak, because there has been no invitation. We too have come out with a political principle; we have said that the political process requires Kosovo to establish normality and institutional stability. That is all,” Haziri said.</p>
<p>He further stressed that any other claims remain within the framework of speculation, linking this to the political crisis in the country.</p>
<p>“The other parts are speculative, they are Pristina conspiracies. It is already known that in every kind of capital of conspiracy we are accommodated because we have a political crisis. As long as there is a political crisis, it will be like this, but LDK is immune to this, it is immune to every political offer,” added the LDK deputy chairman.</p>

										<content:encoded><![CDATA[<p>Vetëvendosje Movement and the Democratic League of Kosovo continue to be mentioned as the two parties that could build a joint government.</p>
<p>During the past week, acting Prime Minister Albin Kurti spoke for the first time about the possibility of a coalition with the Democratic League of Kosovo after the June 7 elections.</p>
<p>Asked whether there would be cooperation with the LDK, Kurti said that contacts with political parties would begin as soon as the election results are certified. “As soon as the results are certified, we will begin communication immediately,” he declared.</p>
<p>On the other hand, the Democratic League of Kosovo is conditioning the winning party, Vetëvendosje Movement, on the post of president.</p>
<p>According to the LDK, if the post of president goes to this party, it is ready to provide the 18 votes of its deputies in return.</p>
<p>Observers of political developments in the country consider an LVV-LDK coalition a solution in the state’s interest. According to them, an agreement between these two parties would most likely be the most stable formula for the swift establishment of new institutions.</p>
<p><strong>The LVV-LDK coalition is seen as the most suitable solution</strong></p>
<p>Analyst Milazim Maraj believes that although there may be various obstacles to building an LVV-LDK coalition, it remains in the state’s interest.</p>
<p>According to him, even though there have been statements and internal disagreements after the elections regarding this cooperation, such a formula would be the most appropriate under the current circumstances.</p>
<p>“An LVV-LDK coalition is in the interest of the state of Kosovo, because the LDK has state-building experience and a list of high-level intellectuals in various fields for building institutions. There may be problems in forming a joint government for good leadership both externally and internally. Obstacles may arise, as always, in forming coalitions; but the question is whether there will be reasonable actions to establish a joint government. Will grudges and divisive elements be set aside and the state interest of Kosovo placed first? In this case, the issue of electing the President should also be addressed. But other obstacles may also emerge from one party or the other. Some LVV deputies, even after the end of the election campaign, continue to make harsh, offensive statements without a shred of culture or the necessary national respect for people from another party. This will have a negative impact on negotiations. The LDK also has internal disagreements resulting from the lack of democratic internal elections in the party. Such genuine elections have not been held since the death of President Dr. Ibrahim Rugova. Now, regarding a coalition with LVV, the LDK General Council must decide, and it is not easy to imagine the passage of proposals that carry not only state interests, but also party and individual ones. But in politics there is no full stop. Politics is the art of the possible. Perhaps a well-explained reason could influence feelings.”</p>
<p>“An LVV-LDK coalition would be the most appropriate in this political and geopolitical situation. The uniting of intellectual and professional values in the Government of Kosovo is very necessary, especially at this time of major geopolitical changes. Albanians are under attack at this time from all hostile fronts at every point of their national being. For this reason, all individual, party, or group interests should be overcome in order to concentrate forces on one point: the state interest of Kosovo and the common national interest in the Illyrian Peninsula. The investments are high and the missionaries very energetic and rigorous. Claims to take to the streets and solve in the streets problems that require cabinet-level analysis are the aim of these missionaries,” Maraj told “Bota sot.”</p>
<p>In his remarks to “Bota sot,” Maraj also presented possible calculations for how the LDK could act before and after the formation of the government.</p>
<p>He says that if the LDK enters a coalition with LVV, then it should prepare for a capable and reasonable government that can withstand storms.</p>
<p>“The creation of an anti-American and anti-European environment is one of the plans that can be clearly read. Portals publish false news and analyses that create a divided opinion in Kosovo. Because of this opinion, the agreements and decisions necessary for our national issue will be obstructed. The LDK should decide whether party elections will be held after the formation of the government or before its formation. If it is decided that they should be held now, this means it has decided to go into opposition. Whereas if they reach an agreement within the party, then they should prepare for a coalition with LVV and hold party elections after the formation of the Government of Kosovo. Preparing for a coalition means preparing to form a capable and reasonable government that can withstand all the storms now rising in the world and especially in the Illyrian Peninsula, where Russian influence for the ‘Russian World’ and Serbian influence for ‘Greater Serbia’ are being pursued. The influence of Iran and Turkey should not be ruled out either, as it seems to be strongly supported by various religious associations, communities and sects installed in Kosovo or influenced by centers outside Kosovo. But there is also one indicator knocking on the conscience of all parties. The culture shown in these repeated and quite monotonous elections has delivered a message to those elected to the Assembly. The failure of a large number of people to vote and the loss of respect among the electorate is also a threatening sign coming from the base to the elected representatives,” Maraj added to “Bota sot.”</p>
<p>LVV and LDK were in a governing coalition for around four months, specifically from February 3 to June 3, 2020, while their government lost its parliamentary majority after only about 50 days in office, when a no-confidence motion was voted through on March 25, 2020.</p>
<p>In the elections held in 2025, these two parties held meetings to find a consensus on co-governance or on the post of president, but failed to reach an agreement.</p>
<p><strong>Main obstacles to an LVV-LDK coalition</strong></p>
<p>Political scientist Ramadan Gjanaj told “Bota sot” that the main obstacle between LVV and LDK is not related to positions or the issue of the president, but to political trust between the two parties.</p>
<p>According to him, there is still mutual distrust over how a new governing partnership could function.</p>
<p>“In my opinion, the main obstacle is not related to the distribution of positions or even the issue of the president, but to political trust between the two parties. The experience of their coalition in 2020 ended in a quick breakdown and left consequences that continue to have an impact even today. There is still mutual distrust regarding how a new governing partnership would function. This issue of trust becomes even more important when one takes into account the political agenda awaiting the future government,” Gjanaj said to “Bota sot.”</p>
<p>According to Gjanaj, the real challenges are the dialogue with Serbia and the Association of Serb-majority municipalities, while the post of president and the distribution of ministries remain negotiable issues.</p>
<p>“Immediately after the formation of the institutions, Kosovo will face the continuation of the dialogue with Serbia and the demands of the European Union and the United States for the implementation of existing agreements, especially regarding the Association of Serb-majority municipalities. This is precisely where, in my view, the real challenge lies. The post of president or the distribution of ministries are issues that can be negotiated. Whereas the Association directly affects issues of sovereignty, constitutional order, and the political identity of the parties. It is also linked to relations with Western partners and may carry political costs for each side before its electorate. For this reason, it is a much more structural issue than simply dividing institutional responsibilities,” the political scientist emphasized.</p>
<p>Gjanaj believes there is a possibility for a cooperation formula between LVV and LDK, adding that a coalition of the two main Albanian political forces would give subsequent decisions broader political legitimacy.</p>
<p>“A coalition between LVV and LDK would most likely be the most stable formula for the rapid formation of new institutions. It would ensure a more stable parliamentary majority and reduce the risk of political blockages. However, the importance of such a coalition goes beyond forming the government. In the coming months, Kosovo’s institutions will have to make sensitive decisions related to the dialogue with Serbia and the expectations of Euro-Atlantic partners. A coalition uniting the two main Albanian political forces would give these decisions broader political legitimacy. Without a minimum consensus between the main parties, every step forward in the dialogue risks turning into an object of internal political clashes, which would weaken Kosovo’s international position and in the end could call into question the very stability of the coalition,” Gjanaj underlined.</p>
<p>He also mentions possible conditions the sides may set before the start of official negotiations. According to him, both parties may first seek clarification of their positions on Kosovo’s international obligations and on the acceptable limits of implementing the Association.</p>
<p>“I think there may indeed be conditions from both sides before official negotiations begin, and these may include the following. The LDK may seek guarantees on how the coalition will function, on a more collegial decision-making process, and on how international issues will be handled, especially the dialogue with Serbia. On the other hand, LVV may seek recognition of its role as the leading political force in the country, as well as agreement on the main priorities of the future government. But beyond institutional issues, it is possible that both parties will first seek clarification of their positions regarding Kosovo’s international obligations and the acceptable limits of implementing the Association. In the end, negotiations between LVV and LDK will not be only about the division of power. They will depend mainly on the ability of the two parties to build a sufficient level of trust that would enable them to face the difficult decisions awaiting Kosovo within the framework of the dialogue with Serbia. In this sense, the president is an issue that can be negotiated. The Association, on the other hand, is an issue of strategic vision for the state and for relations with international partners. Therefore, the real test of a possible LVV-LDK coalition will not be the distribution of positions, but their ability to agree on how the next phase of the dialogue with Serbia will be managed,” Gjanaj concluded to “Bota sot.”</p>

										<content:encoded><![CDATA[<p>The Democratic League of Kosovo can make available the 18 votes of its deputies elected to the Assembly of Kosovo if, in a possible agreement with the Vetëvendosje Movement, the winner of the June 7 snap parliamentary elections, the post of president is given to the LDK.</p>
<p>LDK deputy leader Lutfi Haziri told RFE/RL that his party’s deputies could come out united only if the candidate for president comes from within the LDK and not from outside it.</p>
<p>“If that name is Lumir [Abdixhiku, the party chairman] or my name, then we can unite. Lumir should be first, by virtue of his official position, because he is chairman. After Lumir, I have the broadest consensus [within the LDK],” Haziri stressed.</p>
<p>In the June 7 election race, the LDK ran with Vjosa Osmani as its candidate for president and Lumir Abdixhiku as its candidate for prime minister.</p>
<p>Although the party won 18 seats in the Assembly of Kosovo, Haziri said it would not be possible to secure the support of all LDK deputies for Osmani’s candidacy.</p>
<p>“It could be like last time, meaning two or three votes could split, but in Lumir’s case or in my case, we can unite,” Haziri explained.</p>
<p>Osmani herself had said earlier that her name “has not been, is not, and will not become an obstacle to the creation of institutions.”</p>
<p>Haziri also said that currently there is only one official address within the LDK for any possible communication from the Vetëvendosje Movement regarding a potential agreement.</p>
<p>“Only with Lumir Abdixhiku. He is the chairman. We have not convened the Assembly [of the LDK]. If the Assembly is convened or there is an act of resignation, then we have a new situation. Until then there is only one address and there is no second address,” Haziri said.</p>
<p>His statement came in response to the positions expressed by Donika Gërvalla, acting minister of justice in Albin Kurti’s government and part of the LVV.</p>
<p>Speaking about internal developments in the LDK, Gërvalla said that in this party “there are several different currents.”</p>
<p>She added that it remains a problem for the LVV to hold talks with the LDK because, according to her, “we do not know which current you are talking to,” when it comes to a possible agreement on consolidating institutions after the June 7 elections.</p>
<p>“I am asking that the person who potentially sits down to negotiate with us also be the person who represents this party. We cannot sit down with five different people in the LDK. Because if the LDK wants to be a factor in the election of the president, then they must also guarantee the votes of their own parliamentary group,” Gërvalla stressed.</p>
<p>On the other hand, Haziri said that so far the LDK “has not received any invitation from the LVV” for talks on a possible agreement.</p>
<p>According to him, if such an invitation is sent to the party, it will be handled by the LDK’s bodies and the decision will be made within the party, depending on the offer that comes from the LVV.</p>
<p>The June 7 snap elections were held after the previous legislature failed to elect a new president within the constitutional deadline, following the end of Vjosa Osmani’s five-year mandate in April.</p>
<p>The LVV has said it is ready to discuss the formation of new institutions after the June 7 election result is certified.</p>
<p>The Constitution stipulates that at least 61 votes from deputies are needed to constitute the Assembly and elect the Government.</p>
<p>As the winner of the elections, Albin Kurti’s LVV is expected to secure 53 mandates in the 120-seat Assembly and, together with the non-Serb minorities, may reach the numbers needed for the Assembly and the Government.</p>

										<content:encoded><![CDATA[<p>Acting Minister of Justice and co-chair of the Guxo Party, Donika Gërvalla, recently commented in the media on the options for governing coalitions after the elections.</p>
<p>In her remarks, she first focused on the PDK, which she said continues to represent a segment of politics that, according to her, bears responsibility for the high level of crime and corruption in the country, “Bota sot” reports. According to Gërvalla, the Guxo Party has no common ground whatsoever with this political entity.</p>
<p><em>“The Democratic Party of Kosovo still represents that part of politics which is responsible for an extraordinary degree of crime and corruption that has dominated our country. Therefore, especially with the PDK, the Guxo Party does not have even a single thing in common,”</em> she said.</p>
<p>When asked whether there was any possibility of governing together with the PDK, Gërvalla categorically ruled out such a scenario.</p>
<p>She also raised questions about the way this party is led, assessing that several decision-making centers operate within it, which, according to her, makes cooperation difficult.</p>
<p><em>“With the PDK? To fight crime and corruption, no.</em></p>
<p><em>Who is the leadership of the PDK? Can you point your finger at one person? How many leaders does the PDK have?</em></p>
<p><em>Formally it has one leader, but in practice it has several leaders.</em></p>
<p><em>Crime and corruption cannot be fought, the country cannot be moved forward with the PDK in the condition it is in today. I am not talking about a future time, when an internal reform may have taken place, but for the moment, absolutely not,”</em> Gërvalla declared, among other things.</p>

										<content:encoded><![CDATA[<p>Following statements by the deputy chairman of the Democratic League of Kosovo (LDK), Lutfi Haziri, that this party’s votes could be decisive in the election of the president, interpretations are growing on the political scene about the role LDK could play in creating a parliamentary majority after the elections.</p>
<p>Since no political entity has the guaranteed majority needed to elect the president without additional support, parties with a considerable number of mandates are taking on special importance in political negotiations.</p>
<p>In this context, Haziri’s statement is seen as a signal that LDK is leaving open the possibility of influencing institutional agreements, including potential cooperation with the Vetëvendosje Movement (LVV). Although this does not automatically mean an imminent agreement, it suggests that LDK is not excluding itself from the role of a possible partner if political circumstances impose such a thing and if a compromise is reached on the main state posts, including the presidency.</p>
<p>Under these circumstances, a possible deal with the ruling party remains an option, but one dependent on political calculations and past experiences of governing together.</p>
<p><strong>Kelmendi: It is natural for LDK to be ready for joint governance and understanding</strong></p>
<p>Regarding this issue, in a statement to “Bota sot,” publicist and LDK official Jeton Kelmendi said that Lutfi Haziri’s positions are in line with the party’s political line and demonstrate its readiness for cooperation in the interest of institutional stability.</p>
<p><em>“Haziri’s statements are in line with those of a senior LDK official, and it is natural for LDK to be ready for joint governance and understanding,”</em> Kelmendi said.</p>
<p>He pointed out that the Vetëvendosje Movement does not have enough votes to elect the President and that, for this reason, it needs the support of a political partner.</p>
<p><em>“Vetëvendosje does not have 80 votes to elect the President and is obliged to have an ally. If it wants LDK as a partner, then without a doubt it must enter talks and the post of President must belong to LDK. Otherwise, it must find another ally,”</em> he declared.</p>
<p>According to Kelmendi, Haziri’s word, given as the party’s deputy chairman, leaves room for LDK deputies to be included in political cooperation aimed at ensuring the functioning of institutions.</p>
<p><em>“LDK deputies can be part of cooperation for stability, to give Kosovo democratic institutions and to offer solutions to the many problems that have accumulated,”</em> he said.</p>
<p>Kelmendi added that LDK has consistently placed the state interest above the party interest.</p>
<p><em>“LDK has been in the service of the country from the very beginning, and has even lost politically many times in order to serve Kosovo. We must not leave Kosovo’s fate hostage to political crises, but there must be a comprehensive agreement that secures the numbers for the President, a stable government, and the functioning of all institutions,”</em> he told “Bota sot.”</p>
<p>He also stressed that such an agreement is necessary to move integration processes forward and not to miss the opportunities that international partners have promised Kosovo.</p>
<p><strong>Halili assesses that the LDK deputy chairman’s statement is not confirmation of a coalition with LVV, but a message of readiness for negotiations</strong></p>
<p>On the other hand, professor Nijazi Halili, in a conversation with “Bota sot,” said that the statement of LDK deputy chairman Lutfi Haziri should be understood as a political signal to strengthen the party’s negotiating position in the phase of setting up institutions.</p>
<p><em>“Lutfi Haziri’s statement should be read as a political signal that LDK aims to preserve and increase its negotiating weight in the phase of forming institutions. By emphasizing that LDK’s votes could be decisive for the election of the president, he is reminding that this party may have a key role in unblocking institutional processes and that no political formula should bypass it,”</em> Halili said.</p>
<p>According to him, this message should also be seen as an indication that LDK is ready to discuss issues of state interest, without necessarily implying entry into a governing coalition.</p>

<p>Commenting on the possibility of a deal between the Vetëvendosje Movement and LDK after the certification of the election results, Halili said this is an open scenario, but not an easy one to realize.</p>
<p><em>“Parliamentary arithmetic and the need for institutional stability may push the sides toward dialogue. However, political differences, earlier experiences of governing together, and the strategic calculations of both parties make such an agreement more complex than technical cooperation on certain issues, such as the election of the president,”</em> he told “Bota sot.”</p>
<p>In the end, Halili underlined that Haziri’s statement should not be treated as a warning of a swift coalition, but rather as an effort to place LDK in the position of an important factor in future political developments.</p>
<p><em>“Therefore, Haziri’s statement seems more like a signal of readiness for negotiations and an effort to position LDK as a decisive factor in future political processes, rather than confirmation of an imminent coalition with LVV,”</em> Nijazi Halili concluded to “Bota sot.”</p>
