Without the Assembly Being Constituted, Kosovo Automatically Goes to Elections

Deadlines for constituting the Assembly and establishing the new institutions are approaching, placing Kosovo in a sensitive institutional situation. If the legislature is not constituted in the coming days, the country could enter another electoral process.

Legal expert and political analyst Blerim Burjani has stated that failure to constitute the Assembly would lead Kosovo to snap elections within 45 days.

“To snap elections within 45 days,” Burjani said, emphasizing that developments depend entirely on the constitution of the Assembly.

If the Assembly is constituted, he said, other deadlines will apply to the formation of the institutions.

“If the Assembly is constituted, then there will be 25 days to elect the Government and 60 days to elect the president,” Burjani said.

In his assessment, the most favorable option for acting Prime Minister Albin Kurti is to first enable the constitution of the Assembly and then proceed with forming the Government.

“It works well for Kurti to constitute the Assembly, then the Government, and after that there is time to elect the president,” Burjani stated.

He added that if the constitution of the Assembly fails again this time, new elections will be the country’s only path forward.

“Otherwise, the country automatically goes to elections,” Burjani concluded.
