Veliaj enforces court decision, Dokushi reappointed as General Secretary of Tirana Municipality

Tirana has officially implemented the court order for the return of Alban Dokushi to the position of General Secretary. Mayor Erion Veliaj has signed the executive acts, which are now registered in the municipality’s system, putting into effect the final decision of the Administrative Court of Appeal.

The court’s reasoning emphasizes that both the order for Dokushi’s dismissal from civil service and the one for stopping his payment have been declared absolutely invalid. According to the judging panel, these documents are treated legally as if they had never existed.

The decision clarifies that the acts in question have produced no legal consequences and cannot gain force or be repaired retroactively by the authority that issued them.

With this definitive determination of absolute invalidity, Dokushi regains the right to return to duty without any effective interruption, as the court decision denies any legal effect of the acts from the moment they were issued.

With Mayor Veliaj’s signature, the process now moves to the phase of practical administrative implementation, paving the way for Dokushi’s full reappointment to the previous function.
