US Embassy: Strategic dialogue with Kosovo to resume when the right conditions are in place

Washington is ready to advance cooperation with Kosovo, but is waiting for suitable circumstances to be established before resuming strategic dialogue. The conditions mentioned include Kosovo fulfilling its commitments regarding Kosovo Serbs. The government and the presidency have yet to say what steps they will take to unblock the process, while the opposition is calling on the new government to take concrete action.

Strategic talks between the two countries were suspended indefinitely in September 2025, following US concerns about the actions of the then caretaker government led by Kurti.

In a written response to kp, a spokesperson for the US Embassy in Pristina said the United States continued to seek to advance shared interests with the people of Kosovo. The spokesperson clarified that discussions on resuming the dialogue would depend on the relevant conditions being met, including those concerning the Serbian community.

“In September 2025, the United States suspended the US-Kosovo strategic dialogue indefinitely because of concerns about the actions of the then caretaker government. We remain committed to advancing the shared interests of the United States and the people of Kosovo. We look forward to holding strategic dialogue with Kosovo once the appropriate conditions are in place, including Kosovo fulfilling its commitments regarding Kosovo Serbs,” the embassy spokesperson said.

Opposition representatives say the government bears primary responsibility for ending the deadlock in the dialogue. They say the cabinet must deliver results and take steps to enable the process to resume, while they view the president’s role as supportive.

Lutfi Haziri, a member of parliament from the Democratic League of Kosovo, said that concrete results from the government were needed to unblock the process. He said President Justina Shiroka-Pula could contribute, but that the executive bore the main responsibility.

“The president may have a role, but strategic dialogue with the US has been and remains a matter for the government, because of the conduct it has determined. The suspension is temporary, and the government must demonstrate tangible results to unblock the process. Secretary Rubio and the State Department’s mechanisms are very clear: the government must ensure the process is unblocked and normalized in order to achieve this goal. The president and others may have a role, but responsibility rests with the government, and it must unblock the process,” Haziri said.

Burim Ramadani, a member of parliament from the Alliance, also described the resumption of dialogue with the US as essential. He said it would require broader institutional engagement, with the government directly involved.

“It is essential that strategic dialogue with the United States be restored and genuinely begin, as it has not yet started. This requires a much more inclusive institutional approach and, above all, the government’s engagement. In this case, I do not see a concrete or decisive role for the president, because the matter is directly related to the government’s conduct and actions,” he stressed.

The dialogue aims to expand cooperation between Kosovo and the US in the fields of economy and trade, defense and security, energy, infrastructure, technology, and cybersecurity. It also serves to develop diplomatic relations and coordinate positions on issues affecting peace and stability in the region.
