Shasivari: Political decision-making must be based on data and analysis

Minister of Justice Jeton Shasivari took part today in a roundtable discussion on “Improving the Research and Analytical Function in Political Parties – Legal and Comparative Experience”.

In his address, Shasivari said that the Research and Analytical Centres of Political Parties (QKAPs) are important for improving the quality of policies, strengthening public debate and advancing democratic processes.

According to him, these centres should serve as spaces where political decision-making is tested against the facts, while data and analysis are used to reach better decisions.

The minister stressed that financing QKAPs with public funds also entails an obligation to be accountable to the public, especially regarding the quality of the research, analyses and recommendations they produce.

“Public funds must produce public value. They are intended for research, analysis, policy development and the strengthening of professional capacities. For this reason, rules governing how they are spent are not enough; a culture of responsibility is also needed for the results produced by these funds. We must ask what research has been conducted, what analyses have been prepared, which policies have been assessed and what recommendations have emerged from them. We must also know how the data have been used and what impact these centres have had on policymaking. These questions are not intended to restrict political activity, but to make it more serious, higher-quality and more responsible,” Shasivari said.

He also highlighted the need for cooperation among political parties on issues related to research and knowledge.

“We may have different positions on decisions, but we must agree that they should be based on accurate data and in-depth analysis,” Shasivari said./Telegrafi/
